The ice swept past tho city with* tremendous power, sinking or seriously damaging a dozen steamers and a number of barges, involv? ing a loss of about $300,000. NEW YORK, December 1G.-Tho Fenian Senate has adjourned, and four Senators have gono to their homes, leaving their brethren and President Roberts patiently awaiting the arrival of the Irish Head Centre, James Stephens. They expect him to take the dictatorship here, for, in the Fenian Brotherhood, if nobody has dissem? bled, the Head Centre is an absolute mo? narch, and they believe that when he shall have deposed the rival Presidents, all will be serene. NEW YORK, Docembcr IC.-The Fenians and their troubler still seem to absorb much public attention here. At the Hall of Tara yesterday, the officers of the va? rious departments were busily engaged in matters pertaining to tho organization. The arrival of General Mullen, the head of the Military Department in Ireland, has excited much interest and curiosity as to his position as regards the present causes of misunderstanding between their Fenian leaders. Tho chief difference is said to lie in the opposition in views with regard to a proposed early move upon the "enemy's works." It is supposed that the military chieftain of Ireland, with the views from either side before him, will take sides with ] President O'Mahoney; for the present, at all events. The appearance of their Secretary of j War before the Senate yesterday, his speech there, and his interview with thc military delegation of nine, who have just arrived from Ireland, are said to have ex? cited much enthusiasm in favor of his plans for immediate and decided action. On the-other hand, many resolutions of endorsement of President O'Mahoney's policy aro passed by i\?Herent circles. Upon the whole, the breach is apparent? ly widening, and should the early contem? plated move be attempted, the general opinion seems to be that it will terminate in a complete abortion. The courts of tho city present to the world a frightful record of crime and vice. The money market, to-day, is much, agi? tated, in consequence of tho rumors of a rupture in our diplomatic relations with France. The closing rate of gold, to-day, 146J, with rather an upward tendency. Money is scarce, and only to bo had at high rates. From \Va?bington. WASHINGTON, December 16.-Last eve li? ing, J. C. Wetmore, Military Agent for the State of Ol^'o, gave an entertainment. Many prominent officials were present; among them Hon. Thos. Corwin, who, about ll o'clock, was suddenly stricken with paralysis. The Cabinet meeting, yesterday, was long and important, lasting until 3 o'clock. Gen. Grant was present. It is understood that thc matter bf the re-organization of the army was considered. Horace Maynard, being asked what ho thought of the prospectef tho Tennessee delegation since tho last action of tho House, said ho thought Thad. Stevens had the whole Southern Confederacy in Iiis breeches pocket, and meant to keep it there for a good while. Col. Brown, Assistant Commissioner of tho Freedman's Bureau for tho State of Virginia, has just submitted to Gen. How? ard proposition for tho removal of all negro residents of that State to tho unoc? cupied Government lands of 1 iorida. This would necessarily involvo Congressional action, but Gen. Howard has not yet fully determined what course to pursue in tho matter. Tho Assistant Secretary of tho Treasury, Mr. Chandler, to-day signed an order di? rected to tho several hoads of bureaus in the Treasury Department, directing them to discharge certain clerks named in tho order, in all numbering soventy-five. Maj. Gen. Kilpatrick, Minister to Chili, wUl loavc hore for New York to-morrow, and start from that city upon his voyago for Chili on the 1st of January. It is reported that Gen. Butler, who is now in this city, is soon to uncork tho soveral vials of Iii? wrath upon the head of the Lieutenant-General. Advices received to-day state that the Liberal cause is in the asceudant in all Sarts of the country. Imperial troops are esoTting in large numbers. Thc Committee on Appropriations bold daily sessions. They have an economical fit. and arc cutting down estimates fear? fully. A meeting of thc Senators and Represen? tatives from the South has . been held. They have come to the conclusion that Congress does not intend to admit them this session. They, therefore, intend to go home immediately. Large numbers of Senators and Repre? sentatives were at the President's House, this morning. Parties who arc interested assert positively that the Pres. lent has given orders in the various departments to make no more appointments for the pre? sent, wishing to seo what course Congress will pursue on the reconstruction question. Thc. people of this city are so afraid of negro suffrage that they arc petitioning Congress to take away thc charter alto? gether, and govern by a commission.
