St. Petersburg, Feb. 25 ?Ac cording to information received by well informed military men, the Russian army, which is in tended to operate in Corea, will cousist of an advance vanguard of two regiments of Siberian sharpshooters, a vanguard of six teen regiments of infantry, with ninety-six guick-firing g u n s, three batteries of mountain guns and a corresponding force of cavalry. The main body will consist ot forty regiments, including Cossack cavalry, with three hundred guns. In Addition a Fine of Ten Thousand Dollars Apiece. Washington, P'eb. 27.?August W. Machen, formerly general superintendent of the tree deliv ery postal service, Dr. George E. Lorenz ol Toledo, once post mas ter of that city, and Diller B. Groll'of this city, all of whom were convicted of conspiracy against the government in connection with the supply of the Groff fasteners to the postollice department, today were sentenced by .Judge Pritchard to two years imprisonment in the Moundsville, VV. Yra., penitentiary and a fine of $10,000 each. The defendants immediately gave notice of ap peal to the court of appeals and w re released on $20,000 bond each. Samuel A. Grot! was not sentenced, his motion for a new trial, and for arrest of judgment being allowed further considera tion. The sentence imposed on Machen, Lorenz and Diller Grofl is the maximum allowed under the law. Th.s appeals- to the upper court will be pressed as rapidly as possible, according to the defense, but months may elapse before the appeals can be heard. The prosecution asked the imposition of the full penalty on each count, the adoption of which propisition, it was pointed out, would involve a total of 24 years imprisonment, and a fine ot $ 120, 000. The defense characterized this as an outrageous and absurd proposition, arguing that as there had been but one offense alleged in the whole indictment the couri nau no power 10 impose uie penalty on more than one of the counts. Judge Pritchard stated that lie was satisfied that the ver diet of the jury was correct but he did not know whether the imposition of a penalty in a single count would be heavy enough, lie decided this question alter recess, holding that he would im pose a penalty under only one count. The prisoners then stood up for sentence. Machen was first called. When the couit sentenced him Machen's eyeH filled, and he trembled slightly as he resumed his seat. Y , Feb. 26.'?At 5 this morniug lire broke out in the building of the Rochester Dry Goods company. It spread rapidly and was soon beyond con trol. Appeals for assistance were sent to Buffalo and Syracuse. At| 7 o'clock the entire business part of the city seemed doomed. The Iobs at 8 o'clock was estimated at $5,000,000. The whole shipping district was swept by the disss trous llames. In less than half an hour the dry good's company house was destroyed and the llames spread to the seven-story fireproof building of Sibley, Lindsay & Carr company, on Division street. Otner buildings in the wholesale district quicklycaught and at 8 o'clock compa nies from Buffalo and Syracuse arrived. Miss Pryor was an adopted sister of Mrs. Annie R. Ingles who was employed here at the time. When the death occurred there was not sufficient money to take the body home and Mrs. Ingles decided to have the body embalmed until she had* made enough to take it home.
