Washington, Feb. 25.?The senate today passed both the agricultural and the legislative, and executive and judicial appropria tion bills. An amendment to the agricultural bill, suggested by Senator Hepburn of Idaho, caused an animated discussion. The amendment was opposed by Senators Tillman, Lodge,Hale, Teller, Proctor and Bailey. DurA ing the course of Iiib remarks Senator Tillman said : "We depend too much on the discretion ?, of the present secretary. Some day we'll get a fool in that office, as we have had in tho past, and the result will be bad." Senator Bailey, in the course of his remarks, said there had been great criticism of Mr. Cleveland during his administration because the total appropriations had reached $218,000,000. The people were now paying $000,000,000 without uttering much complaint. Senator Bailey also referred to the rural free delivery system. Having inar sf:su,<KHi,iMMJ is now being expended to carry mail to people who would prefer going after it. Senator Tillman observed that both parties are equally chargeable with responsibility for the ^ rural free delivery system, "and I want to take equal credit for it," he added. He added his con viction that the system was a & great improvement over the oth er, and said that if Senator Bailey did not consider it a blessing he j was "badly off." "J will have to have further proof." said Senator Hailev. / "I, too, want more proof," responded Senator Tillman. "1 live in the country where the rural free delivery system benefits are felt, and I know more about it than senators otherwise situated. "Oh!" said Senator Bailey, "there is nothing the senator does j not know more about than anybody, if we take his word for it." Senator Tillman suggested that i there were many South Caroli ! nians in Texas who would appre j ciate free delivery if Senator Bailey did not. ?'Ye? "Ami," Senator Tillman inter ; rupted, "occasionally elect them . to congress or make governors ol ^ them." \ While Senator Bailey spoke of the multiplication of expt-ndi * turps he referred to Senator Till^ man as not always voting to keep them down. Senator Tillman said he voted J for an appropriation for Charleston Exposition because he saw every other state getting money from the country. Continuing,] he Ri.id : ' We were paying taxes | atui getting no thins; hark. I paid 10 tax and got 50 cents back." "Yes," responded Senator Hailey, "and under this procedure you will soou be paying $20 and getting $1 back, and then you will be $19 out." While Seuasor Bailey and Sen ator Tillman were both on their feet Senator Warren tiptoed to. Senator Tillman's side and ab stracted a bottle from the South Carolina Senator's* pocket. The bottle contained a colorless liquid, said to be eye medicine. Senator Warren removed the cork, smelled the contents, replaoed the cork and then, unnoticed by Senator Tillman, replaced the bottle to the latter's pocket. The senate and galleries were convulsed with laughter. Senator Tillman was still unconscious il l i * * oi me oy-piay, out nut so with Senator Bailey, lie was not pleased with the procedure, and exclaimed sharply: "When this vaudeville performance has ceased I would be glad to continue.1' The Chairman rapped the senate to order. Later, when Senator Tillman had been told of the incident, he walked to the seat of Senator Warren and taking the bottle from his pocket, offered it in the attitude of one preferring a drink ot the liquid. Senater Clay defended the agricultural department against charges of extravagance. He also expressed the conviction that rural free delivery system was a great boon to the farmers. Senator Tillman referred (o the incident of Senator Warren taking a bottle from his pocket and explained that it contained ->IMiTan?iBTy MLJim.U I.1 ullTI Wf? m B * > 1 We Have Decii V We will sell for one a dry goods, clothing, she I and will not accept a p< m stranger to the people c w we will sell at cost for < % Hut if there are any m to do as we advertise. !The Best Everything1 is clean, for us to sacrifice a fine business of Lancaster v vertisintr purposes that our people and will cna close price casli store, li - - Is We do not think i patronizing us, know th ^ we buy cheaper than otl m the purchaser. | REMEMHER THE 1 will run SIX DAYS t 0 only a throat gargle.
