('., in Council assembled, and by the aut hority of the same, to provide for supplies and necessary expenses of the town. Section 1 That the following taxes be and are hereby levied for the fiscal year HUM, that is to say: 1st A tax of fifty cents on each $100.00 of the valup of all real and personal property within the corporate limits of the Town of Lancaster, S. C., due and payable between the first and tbirty-tirst days of November, 1004, at the office of the Town Treasurer; and all taxes due ami remaining unpaid on the 1st day of December, 1004, shall be subject to a penalty of 15 per cent for the nonpayment of taxes tvni due.
