Brilliant Arraignment. 4 Chicago, Sept. 10?The civic federation trust conference was addressed today by Colonel W. J. Bryan. The hall was packed in I anticipation of Col. Bryan's reply to'Burke Cockran on the trust question. The speaker was in troduced by Governor Stanley, of Kansas. Col. Bryan spoke in part as follows : i "The trust question has grown W' in importance. Within the past' two years more trusts have been organized than were organized in all previous history of the country, and now we come lacoto face with this question. Is the trust a blessing or a curse i If a curse what remedy can he appointed?'* , NO OOOI) IN MONOPOLY. "One trust may he loss harm ful than another. One tiust mag nate may he more benevolent than another. Hut there is no good in monopoly in private hands, and I do not believe it is safe tor society to permit any man to inonopolize any article of merchandise or any branch of ^ business. "What is tho purpose of trusts? The first, advantage of a monopoly is the lower price of raw material furnished l.v ilw? V... to that combination. The next thing i^. alter you have bought up all factories, to close part of them ami turn out of employment men who are engaged in them. What is to be expected of a trust? That it will cut down expenses; that it will raise prices.! My friends, (Jod made men selfish. Selfishness is merely the outgrowth of an instinct of self-1 preservation. It is the abnormal development of man's desire to protect himself. I believe that the principle of monopoly finds i its inspiration in the desire of men to secure by monopoly what i rthev cannot secure in even field of competition.*' | Applause. Washington, Sopt.. 18.?The Imperial Chinese government, through its minister here, Mr. Wii ling Fang, has lodged with the state department an emphatic protest against the military order ol (Jeneral < )t is excluding Chinese 1 Ironi the Philippines. Neither the state department nor the Chinese legation will give any information concerning the protest, but Iroin entirely reliable <|uarlers it is learned that it in | sists that Ceneral <Mis* action is| contrary to internalional law, in violation ol existing treaties, and ill coinnleto ilisre":if.l <.t friendly relat ions which have been so lon^ maintained hetweenj I ho I wo countries. The matter was promptly brought to the attention of t lie* | president, as the protest was of s.ieh a character as in ?;ivo t lie J subject an international aspect considerably beyond the puridy I military questions involved. It. is said that China points out that | she has weleoined the recent ad-I vent of the I nited States into the a Hairs of the tar east, and has hoped that this step would prove a further hond and would extendi the relations between the two. countries, particularly in their neighboring possessions. Furthermore, it is understood t hat j anions the specific points of pro- . It says : "The laws oi the Pnited States which prohibit the entrance of Chinese will be enforced here.*' The decree then excepts such Chinese as previously lived in the Philippines and who hold certificates showing the fact. It also excepts Chinese officials, travelers, etc., excepted under the treaty between the Pnited States and China. Provision is made for registering the Chinese in the Philippines and their deportation to China in ease of failure to register. As very few Chinese other than those now in the Philippines come within the exceptions the effect of the decree is to make the exclusion practically absolute.
