Chicago, Sept. 10?The civic
federation trust conference was
addressed today by Colonel W. J.
Bryan. The hall was packed in I
anticipation of Col. Bryan's reply
to'Burke Cockran on the trust
question. The speaker was in
troduced by Governor Stanley, of
Kansas. Col. Bryan spoke in
part as follows : i
"The trust question has grown
W' in importance. Within the past'
two years more trusts have been
organized than were organized in
all previous history of the country,
and now we come lacoto face
with this question. Is the trust
a blessing or a curse i If a curse
what remedy can he appointed?'*

good in monopoly in private
hands, and I do not believe it is
safe tor society to permit any

What is to be expected of a
trust? That it will cut down expenses;
that it will raise prices.!

Chinese as previously lived in
the Philippines and who hold
certificates showing the fact. It
also excepts Chinese officials,
travelers, etc., excepted under
the treaty between the Pnited
States and China. Provision is
made for registering the Chinese
in the Philippines and their deportation
to China in ease of
failure to register. As very few
Chinese other than those now in
the Philippines come within the
exceptions the effect of the decree
is to make the exclusion practically
absolute.
