In fact the Northern troops have been unusually gay?often doing things not only unworthy of soldiers but also of citizens. The Adjutant and Inspector Uoneral is now being kept very busy mustering in new military companies. Nearly every town in the State of any size has one. Lancaster used to have a good one, could it not be reorganized ? BL1LOINU AND LOAN CANE. Companies Must be Hound by Their Printed Promises Regardless ot Their ByLaws. Columbia, S. O., April 18.?The supreme court today decided a most important building and loan association case. It appears that Bright Williamson, of Darlington, went into a building and loan, the Eastern, of Syracuse. They represented to him and sent ',him a printed circular letter in which it as guaranteed, that if he took a certain class of stock that it would mature in six and a half, years and that he would then be] able to stop his payments. He I took the stock and made a loan] and at the end of the six and a half years stopped his payment and sent on for his mortgage. The company said that they had miscalculated and that his stock had not matured, and he would have to go on paying for bo many months. He refused the payment, suit was brought and the circuit court decided against Williamson and in favor of the company. TheSupreme court decides in favor of Williamson and that the "literature1' sent out by the company is really a part of the contract and that the company must stiick to it. The byJaws of the company, the court sayp, may be againat Williamson but he is not a party to the making of those by-laws and they are futricate while the letter was plain and otrered a guarantee. The court rules distinctly in favor of Williamson and against the company. There are a great many building and loan cases set for hearing at this term <>f court and they will likely all he taken up to gather. Party of Sailors Walk Into a Native Ambush. Washington, I). C., April 18.? The navy department has given out the following dispatch from Admiral Dewey: "Manila, April 18. "Secretary of the Navy, Washing. ton. D. ()., "The Yorktown visited Baler Luzon, east coast of Luzon, Philippine Islands, April 12, for the purpose of rescuing and bringing away Spanish forces, consisting of 80 soldiers, three officers and two prizes, which were surrounded by 400 insurgents. Some of the insurgents were armed with Mauser rifles by the natives. Lieut. J. C. Gilmore, while making * * * ambushed were fired on and captured. Fate unknown. The insurgent refused to communicate afterward. The following are missing the officers previous'y referred to, Chief Quartermaster Walton: Coxswain J. C. Ellsworth ; gunner's mate, H.J. Huyard ; sail-maker's mate, Vendigt; seaman, W. II. Uynders, and C. W. Woodburg; apprentices, I). W. A. Neville, A. J. Peterson ; or dinarv seamen, Briscolese, O. B. McDonald ; landsmen, L. T. Philadelphia, Pa., April 18.? Senator Quay pained a point in his trial today but lost in the fight for the senate seat. He proved in court that he kept a good bank account with the People's bank to operate on and that many of the loans were made to friends holding his endorsement, but at Harrisburg hie friends deserted him. A break to B. T. Jones,a prominent lawyer, was made by thirteen, of the Quay followers but the balloting showed 110 election. A caucus of Republicans was held and it was resolved that as the legislature adjourns Thursday it is necessary to break the dead lock and elect a senator. The horribly mutilated body of Miss Adelaide Tucker, a well-todo aged lady who lived alone on Lookout Mountain, has been found today in her residence.
