The grand jury of the United ; States district court found a true I hill for conspiracy this morning ! against W. L. St.urkie, John Dun- . ! lap. Wade Cothran, Henry Mar- j tin, J. 1'. Jennings, J. Q. Stillwell, J. L. Reynolds, L. Tucker and j Thomas Rentley, all of McCor- j mick. These parties are under indict- i j. ment for conspiracy against James W. Tolbert, clerk in the g postoflice at McCormick. This interesting development in the . 5 troubles growing out, of the Phoenix election riot, was brought about by United States District j Attortiev Abial Lalhrop. He was acting under instructions and in the discharge of his duty but it is understood that one of the Tolbert0 opposed taking the matter into court. The general charge is conspiracy in violation of United States j ^ statutes 550$ and 551S. There are j seven or eight counts under each charge. There is no prosecutor in j' the case, but the presentment was j made by Mr. Uathrop in his olli- ^ cial capacity. I The indictment was presented ! to the grand jury yesterday afternoon. .lames W. In a communication to The Gazette, he says: "We have not, so far, any news which is absolutely trustworthy of what thev are doing in Paris. Hut if tho report is true that it is proposed to huv of Spain the sovereignty of the Philippine islands, and to pay $20,000,000 for it, 1 do not believe that such a treaty will he agreed to. and I do not believe it ought to be agreed to. Spain has very little sovereignty in the Philippines to sell just now, and I do not think the people of the United States are in the market to buy sovereignty, or that the constitution has con ferred on anybody the right to buy anv stioh commodity. The ^ constitution was framed upon the \ theory that sovereignty is not a I salable article. The people of the I I'nited iStates have conferred upon nobody the power to make ^ such purchases in their behalf. \ We have acquired territory either | vacant or *o sparsely settled that there was no people capable of . governing it and no gerui of a f national life.
