The grand jury of the United

These parties are under indict- i j.
ment for conspiracy against
James W. Tolbert, clerk in the g
postoflice at McCormick. This
interesting development in the .

troubles growing out, of the Phoenix
election riot, was brought
about by United States District j
Attortiev Abial Lalhrop. He was
acting under instructions and in
the discharge of his duty but it is
understood that one of the Tolbert0
opposed taking the matter
into court.
The general charge is conspiracy
in violation of United States j ^
statutes 550$ and 551S. There are j
seven or eight counts under each
charge. There is no prosecutor in j'
the case, but the presentment was j
made by Mr. Uathrop in his olli- ^

Provincetown, Mass., Nov 30.?
'he steamer Portland, plying he
ween Boston and Portland, was
wallowed by the sea in hist Sunlay's
storm oil' High Head.
Of all the ship's company of
bout 120 souls, not. one survives,
iid the story of the disaster will
lever he told. Sixteen bodies
iave come ashore, and it is not i
ikely that many more will he re-!
overed.
One feature of the disaster isi
he absence of any fragments of]
life boat or raft among the j
aried mass of wreckage from the,
'ortland, which has been washed
shore during the last three days
long the beach from High Head
tation to Chatham. Up to a late
our to-dav no one had reported
inding any of the Portland's
oats. Several pieces of white
aintod oars wore Dicked ur> at
arious points.
One theory is that the boats and
afts were carried far out to sea
nd were not blown anywhere
ear this coast. Old mariners say
liey cannot understand why the

Illegal.
Worcester Mass., Nov. .'10.?
Senator Hoar announced himself
to-day a positively opposed to
the acquisition of flic Philippines
hv the United States. In a communication
to The Gazette, he
says: "We have not, so far, any
news which is absolutely trustworthy
of what thev are doing in
Paris. Hut if tho report is true
that it is proposed to huv of Spain
the sovereignty of the Philippine
islands, and to pay $20,000,000 for
it, 1 do not believe that such a
treaty will he agreed to. and I do
not believe it ought to be agreed
to. Spain has very little sovereignty
in the Philippines to sell
just now, and I do not think the
people of the United States are in
the market to buy sovereignty, or
that the constitution has con
ferred on anybody the right to
buy anv stioh commodity. The ^
constitution was framed upon the \
theory that sovereignty is not a I
salable article. The people of the I
I'nited iStates have conferred
upon nobody the power to make ^
such purchases in their behalf. \
We have acquired territory either |
