Last week there was published! a statement prepared at the instance of the New Orleans Cotton Exchange Directors, and made public for the benefit of the cotton growers of the South. The secretary of the Exchange is Henry G. Hester, who for I the past fifty years has been regarded as an international authority , on questions pertaining to cotton marketing. This statement was prepared by him and the substance of it is that there is no reason for rushing for Federal financial aid an ' that there is nothing the matter with the South beyond an unreasonable scare about cotton. As we understand (this situation, that for reasons that canno4; ho ex plained, a scare developed about the cotton market and it has caused a large quantity of cotton to he rushed on the market when, if the farmers had not been afraid, and held th? cotton, they might yet have received as high prices for it as thev got last year. The Greensboro News of Thursday carried a letter from Ch&iiotte Hawkins Brown, principal of the Palmer Memorial Institute, at Sedalia, making earnest protestation against any sort of responsibility 1 for or knowledge of the letter which I has been circulated over the state \ by the Colored Women's Rights As-1 sociation for Colored Women. She also avors that she "never held nor expressed the views set out in the letter." In the same issue of that paper the trustees of Palmer Insti-' tute offer a reward of $100 "for.information which shall fix the authorship of and responsibility for the letter." The Greensboro News is made stakeholder, and that paper makes suggestion that the Greensboro Patriot, which had "reliable information" that such an organization as 4he Colored Women's Rights Association for Colored "Women, with headquarters in Greensboro, does exist, make its information public.
