ALMOST A DISMAL FAILURE WAS THE MEETING CALLED l?Y MAYOR SMITH. Wo. as Citizens. Should Take More Interest in Municipality -Tlie Mu nicipality But a Reflex of tlie Character of Its Citizenship The meeting of citizens called for last Wednesday evening by Mayor Smith for the purpose of consultation regarding matters looking toward the internal improvement of the citv of Conwav. was not. whsit it was expected to be in enthusiasm, numbers and in results. In fact it barely escaped being a dismal failure in these respects, yet it cannot be said that the meeting was entirely devoid of interest and good. The meeting, as the Herald undcrstai.ds it, was called for a specific pur]?ose, the discussions of matters in which every citizen, no matter how rich or poor he may be, should take a lively interest, and should exert himself in furthering every laudable undertaking tending toward the advancement of all the varied departments of the city government, for as the municipality progresses so will its citizenship. The one is but the reflex of the character of the other and as a general proposition the habits of the citizenship can be judged by the condition of the public utilities of the municipality, because as wild as the statement may appear to the thoughtless and unconcerned about these matters, yeti to the thoughtful student of passing and coming events, which almost invariably cast their shadows before, there is a fountain elTcrvesc ing with reason and logic in support of this statement that there never was public undertaking for the public good until that undertaking first found birth in the demand for it by public opinion. Hence, how important, then it is for the citizens of a municipality to interest themselves in matters having for their object the betterment of the conditions of Conway, bet the citizens create a demand for improved sanitary conditions, improved streets, puhlic buildings, and up to date systems of electric and water works for public and private use, and other utilities necessry for the conveniences of the citizenship and required by a live, ambitious and progressive city. A former council, in response to the demand of public sentiment, spent hundreds of dollars in building a city for the dead, which was along the lino of progress from a practical point, of view as well as from a sanitary one, the reasons for which are too obvious to discuss at this time Hut why not make pro visions for the comfort, convenience and happiness of the living? Why not now create an active, healthy sentiment in favor of internal improvements such as those mentioned above? Conway is no longer an infant in swaddling cloths and pinafore. It has long since outgrown that stage of its existence, and has fully entered the race for business and social preferment and recognition mi dor the most favorable conditions and the brightest prospects for winning and it only remains for us to help ourselves for the fates to help us. The present city fathers have given us uti excellent opportunity to help ourselves along these lines Did v e improve that opportunity by attending the meeting and with our presence and counsel help start the ball rolling, or were we laggards !? iU.. .1!- I * ' in uiu uiscnarge oi our plum dutv. and began making excuses like those of old who were invited to the marriage supper?
