ST ATE MUST BORROW. I Borrowing: for Current State Expenses. It now seems practically cer taiu' thut us a result of the leg islature's heavy appropriations the state will reach high water mark iu the borrowing line. At the time the appropriation bill, which with other bills carrying appropriations totals $1,600,000 was pussed, there was on hand after payiug the notes of last fall and summer amounting to $350,000, the state treasurer had on huud $272,000, with $369,242 more to oome on the levy of lust year. This *vilh what will come i.i during November and Decem ber on the new levy of live mills will bring the total availuble for tike year up to less than $850,000, including an estimuted income of ?200, 090 from indirect and other sources. In other words to meet the current ex[>enses of the year it will be necessary to borrow over u half a million, possibly as much us $700,000 or $800,000. Tlie debate iu both legislative Ir.ills during the last few days of the session showed that the members sought to crre the evil or the heavy appropriations by raising tiie levy half a mill. The very simple fact "that r.o part of the tuxes under the new \evy would be available till No veuiber appears to have been entirely lost sight of. Taxes are duo beginning iu October, but the penalties do not upply till the spring of the following year with the result that a large portion of the taxes never reacli Llie state treasurer's office til! Before the appropriation bil came from the ways und tueaiu committee the foliowiug ver^ plain statement from the comp troller general was on the desks of members: "The estimated expeuses ol the state government for 1906 are $1,422,232.30. It appears that if the appropriations do not exceed the estimated expenses it will require of the taxes ol 1908 $81,840, and as no part ol these taxes will be available be^ fore November 1, it is apparent that the state must borrow $375,000 to pay ex (tenses before the taxes of 1908 are available. The state's revenue for 190b from taxes estimated uud based upon the present assessment ol $2b7,438,030 at a rate of 4 3 4 iniils oil the dollar, would realize $1,1)^0,330. To this add from iu direct and other sources $173, 700 and we have a total estimated revenue of $1 ,444.030 If the es timated expenditures, ,422, 232, are not exceeded, a state levy of 4 3 4 mills will pay all expenses und leave a surplus of $21,798." The comptroller general's es timute for the new .year included such extra appropriations us $o0,000 for rural high schools, $7,500 due on the purchase of the police barracks for the cita del, $25, ( 00 for increase in Con federate pensions, $15,000 for state house grounds, $25,000 for election expenses und other ad ditional items amounting to $30, 000.- Ex. This ruling goes into effect April 1st. Failiug compliance* with it, the publisher will be charged FULL SECOND CLASS rate of four (4) cents per pound for every news paper he sends through the mail. Tnis simply means that THE PEOPLE will oost you $2-50 per uuuum in stead of $1.50 as now. Farmers' Unions are built ou similar plans. Our Farmers' Union need men with unusual ability for organi zers; we need men with diplo macy, strength and conserva tism, who posess the tact to do effective work in welding the different factions ol our farmers into one harmonious compact of the whole. The time for ora tonal spread eagle speeches and resulutions of hell and damna tion to Wall Street and cotton exchanges has passed. We have got to get together and do the right thing first ourselves, then we can approach others with a clear conscience and win out.
