RUNAWAY from the subscriber, on the I 25th day of last December, my Negro Man ELLICK, aged about twenty-five years;) a blacksmith by trade; uncoinonly large and fine looking in his person, with a broad open face; ; about six feet in height, aud has the scar of a burn on one of his hands, and also a similar scar on one of his thighs. Fllick has been traced as far as Camden, whither he went on the stage . from Columbia, and is undoubtedly endeavouring to make his way to the city of Baltimore, froin ! whence lie originally came, and with souie one j there (as has been ascertained from the Post : Office in this place) has had correspondence. Itis supposed that he has free papers, or is ma- < king off under the protection of some white per- i sou, ami will perhaps pass under Ihc name of Alexander Thompson, that being the name bv which he has been addressed by his Baltimore , correspondent.?Ellick had no cause whatever for this act of treachery to his master, having ' always been treated with the greatest kindness and indulgence. The above reward of $1000 will be given for the apprehension and lodgement of Ellick in any jail out of this State where I may find him, and for the detection of the villain who was accessary to his escape. No. of 575 to 3iK) pages: prico 5 dollars per annum, payable in advance. The place is chosen, net only for its facilities of in. t'opnation, literary ami {political, but as thai at which the Southern States can be united upon the undertaking, with t lie greatest ease, and with [lie complctest exemption lroni ail State or Party jealousies. Of the matter, three-fourths (say 225 pp.) shall nuisist of regular Reviews; making about 9 of 25 pp. each. These Jinust, as to literary works it least, return, as a general rule, somewhat lovards that older method, now almost forgotten, ind give a regular analysis of tiie !>ook reviewed, fit ho of any merit. In Politics and upon Occasional Topics. thero may In: a greater liberty of leviating into mere disquisition. In this portion of the Review, thrre will be riven, in each Xo. a paj?or historical of the Poltics and general events of the day; to serve as a Historical Registry. Its cxecuiion will always hi committed to the strongest hands only; and ts purpose, to give a unity and consistency to he Public Doctrines of the Review, such as can scarcely be so well effected in any other manner. Occasional Retrospective Reviews will also bo : embodied in this part of this plan, with a view >f favouring, in a certain degree, the more euri>us studies : or to revive the knowledge of int. K>rtaut books, forgotten in the confusion of nodern learning. Writers will be led, of regular purpose, to give heir papers, wherever the subject will permit, ho form of a Series; in order not only that they nay thus afford a completer body of information, >ut serve, also, to re.print apart, for popular :irculation; a method that will much augment K>th the reputation and usefulness of the Re* iew. A bodv of Miscellanu* (say some 50 pp.) will orm the subordinate and more amusing part of lie Journal. Its contents will, for the roost part, :onsist of short Literary Notice*; Biographical Articles; a critical list ol% Nev Publicationa, for:ign and domestic, and general Literary 1 nielli;encc. In Communications, the compressed mode of vriting will be every where required. Papers, n which the words do nut bear a just proportion o the information conveyed or the effect intended, will be cither rejected, without scruple, or ibridged, without mercy. To warrant this exaction, tlie hsrial rate of lompcnsation to writers will be advanced to 2? lullars per printed page; a price that, will offer fair remuneration to the talents and labor which wo wish to secure. Of this revival of a Review of the Soul!? the purpose is to give once more to our region, (n w iinincntly needing it) an Interpreter and a P*. fender; the common Roprcientative of our Institutions, and of the Mind itself among us.? Such, in that great Congress of Opinion, where the fates of civilized nations are now so largely settled, we do not possess ar.d we have already Fuffoicd much for it. It is time to muko oureelv* understood and respected there. The Journal which shall do this, must combine the general strength of all who, throughout the South, love the country, and are capable of doing it intellectual service. It must, then, be, not the chare* pion or the propagandist of lotjal opinion*, but the friend of all that pursue the public good.? Into the vulgar methods of Politics, debased by Parlizan rancour, or corrupted by the popular passion of the hour, it must hot fall. From it the pride of the Nullifier must receive no diminution, the fidelity of the Unionist no reproach.? It must be no vantage-ground to either partj; nor serve but as an equal field, where they will only contend which shall most advance the cause of the South, and of that older doctrino of Jcffersonian State Rights, avowed by bofb parlies alike, and now the only hope Of rallying and of rescuing1 ir.o country To vindicate, then, our peculiar Institutions; to repel with argument, lest presently we be forccd to repel with arms, all external interference with our domestic condition; against the wild rule of mere Chance and "Corruption, to uphold a Republican and Federative, ast distinguished from a Democratic and Consolidating administration of the N ational affairs: from the disorders of the Central government?where Reform is hopeless and eveu useless, till yon have given yourselves stronger and wiser local system*?to direct the public view towards a home policy of the Stales, capable, through itself, to confer U|M>ii us the blessings Of well-ordered Liberty, expected in vain from the Federal Power: from the delusions of Party Politics abroad, to call home tbe attention of our people to these arts, by which the wise and the brave have oiftbn raised potty Jnaios ]!UO nuuie ucu prur*|Joruus vjuiiiiihhiwealths: to attach men, if possible, to their birth, place, and convert them, from Wandering and selfish adventurers, into citizens, the lovers of civilization: 16 re-animate public spirit, and give it purpose, as well as energy: to hold, over Parties and Politicians, the tribunal of a Public Opinion far different from that idla and corrupt one, of which the Newspaper Press is tho voice; for these purposes, to diffuse through the land sound and well considered public doctrines, with Knowledge and Taste, their natural allies?such will Ixj the general aim of that literary league, among the best talents of the country, which ha* been set on foot, in the present undertaking. Of its critical purposes, it is not necessary to speak so minutely. In general, it will, of coarse strivo .0 guide the popular taste towards the best sources, in Knowledge, and the truest models in Elegant Letters. Its judgments will, hbwrver, found themselves upon the intrinsic 'merit of the author independent of his temporary renown or his birth being on this or the other side of the Atlantic. Towards the few good Writers that want of cultivation has yet permitted us to have, in America, it will know how to be respectful.?
