Hoilings scored a smashing victory Tuesday in a run-off election for governor of South Carolina with Donald S. Russell, former president of the University of South Carolina. The tall, handsome lieutenant gov ernor apparently registered impres sively among those voters who had favored Anderson Mayor William C. Johnston, eliminated in the first Democratic primary election June 10. Hoilings, 36, surprised observers in Tuesday’s run-off by holding down Russell's margin in the populous areas of Greenville and Spartan burg.
