Another report is that a dispatch from Havana to Madrid says that the insurgents have decided in favor of Spain and will fight the Americans. SERIOUS EXPLOSION. An explosion in a fort at Carth- agena killed ten men and injured 62 including the governor. CABINET MEMBERS DON’T KNOW. President McKinley has extend ed the news censorship to mem bers of the cabinet. Only Secre taries Long and Alger are to know the secrets. FOREIGN SHIPS KEPT OUT. No more permits will be granted vessels of foreign countries to en ter the blockaded Cuban ports. NO SHIPS TO SPARE. Stairs Rchind In Their Quota Will Not Indulged Much Longer. Washington, May 20.—At 10:30 o’clock to-night it was announced at the adjutant general’s office that 195,000 volunteers had been mus tered into the United States army. It is expected that from now until O'e remainder of the 125,000 men called for have been mustered the work will proceed very slowly. It is problematical whether the gov ernment will wait the slow motion of some of the States. The proba- bility is that if the mustering of the required quote is not completed by the first of next week, the call, so far as the delinquent jStates are concerned, will be cancelled, and volunteers will be accepted from other States.
