WATSON'S WORK. Comissioner of Immigration Makes His First Annual Report. Commissioner of Immigra:ion Watson on December 22nd, turned over to the printer his annual report of the work done in his department in the nine months since the gov ernor filled the office created by the general assembly. As yet it is impos sible to give figures. Immigrants are arriving every day and the totals will not be included in the report until the last day of the year. A letter was received on the 22nd stating that 21 were expected to arrive here on Christias eve, coming direc: from Scotland. In the past three days about 30 have arrived and at least 5o more are expected. The report, however, shows that the work is an increase bi two-thirds over the work of the 4ta:e of Alaryland in i months up to the time when the 'appropriation in that state was increased to $50,0001 annually. Commissioner Watson says that he is perfectly satisfied with the work, es pecially the movement in regard to immigration which only commenced in August. Swearing In Public. There is, perhaps, no town in South Carolina more free from the nuisance of swearing on the streets and in public than is Newberry, but at the same time there is a great deal more than ther'e should be. Many of the persons brought before the mayor this week for trial were charged with loud and boisterous cursing on the streets. The officers -enforce the law against this evil to the best of their ability, but many persons seem to think they can use profane or obscene language at any time or place they wish, and for their information the following from the Criminal Code of thei Statutes of South Carolina' is quoted: "Sec. 229. In any Viay r at any public place or gathering. shall be deemed guilty of a misdemeanor. and upon conviction of either of said of fenses shall be fined not less than ive dollars, nor more than fifty dol lars. or imprisoned not less than flve days nor more than thirty days. "All fines collected for any and all of the offenses enumerated in this 1 section shall be paid to the county treasurer, and become a part of the public school fund of such county."
