It is prerequisite that State Legisla? tures adopt the fourteenth amend? ment, whioh fact it is the duty of the President to proclaim, within ten days after the official notification of its adoption. A white man was killed last night by a negro, who made his escape * afterwards. Tho negroes'were very disorderly last night. A youth, named Hand? ley, was terribly cut with a razor and left for dead. Several houses wore stoned. The people ave much exas? perated. Further demonstrations arc threatened to-night, and. serious con? sequences were apprehended until the people were assured that botl military and police would prevent armed and unauthorized processions.
