fundamental condition is that there

suffrage on account of race or color ;

the fifth article of the Constitution,

within thirty days after the passage
of the act by the Governor elect. It

A white man was killed last night
by a negro, who made his escape
* afterwards.
Tho negroes'were very disorderly
last night. A youth, named Hand?
ley, was terribly cut with a razor and
left for dead. Several houses wore
stoned. The people ave much exas?
perated. Further demonstrations arc
threatened to-night, and. serious con?
sequences were apprehended until

In the Senate, a bill was intro
duced, relieving disabilities from
certain Georgians. A telegraph com
