WASHINGTON, November 18.-The telegraph is used freely by theradical leaders here, in their efforts to hold the Alabama Convention in check. jTho leaders in the Convention desire' Ro place tho GIUV? in Tennessee's con? dition; whereas the radical leaders here insist on nearly universal suf? frage, taking the ground that the Northern elections showed hostility to negro supremacy, not to negro suffrage. The leaders are not hope? ful of controlling the Convention. It is stated that numerous despatches are passing between these leaders and Generals Pope and Swayno, ' with regard to the conversion of seven thirty bonds into five-twenties, ac? cording to the provisions of the Liw. It is understood to be the decision of the Treasury Department, that unless the holders of the seven-thirties pre? sent them for conversion at maturity, the option he has to make of such conversion is lost, and they will after? wards be paid in greenbacks.
