A short time ago a conscientious assessor In Abbeville County went to a plantation for the purpose of assessing the taxes of tho frccdmcn employed there. The Ireedmen were about thirteen in number, and the as sessment occupied the ollUial from morning lo night. When the work was done, the as sessor found that the whole amount, that the frcedmcn were assessed?apart from the educational tax of one dollar each?would realize for the State just screnfy-five cents, provided thnt none of the thirteen tnx-pny er3 failed to pay the tax. The assessor re ceives three dollnrs for his day's work, and consumed about fifty cents' worth of sta tionery; so that it cost the State thrco dol lars and fifty cents to obtain the right to collect three-fourths of one dollar.
