port for steamers and vessels plying between
England and that country across the channel.
Tho point selected is between Cape Grlsnca
and the Village of Andreseiles. It Is said that
neither Calais nor Boulogne can be made capa

but the new port can be made accessible at all
times to vessels of the largest size. When the
plan has been carried out the channel passage

sion of Congress providing for a reduction of
the rates of Interest on government bonds as
fast as the period of time rolls around when It
becomes optional with the government to pay

.twenty-five years, the interest in quarterly in

lieve the little unfortunates with the privacy

but at any hour that the bell may be rang,

asked" or curiosity manifested. If, however,
the depositor of a child wishes to outer and

The Nation has assigned the soubriquet of
"The most dangerous of Democrats." The
latest information from that State indicates
that the contest for supremacy is renewed
by the Republicans, in the nomination or
General Sigcl, n well-known and popular
German, for the Secretaryship or State. An
other bid for the German vote, is the propo
sition on the part of ccrtuin politicians to
transfer the capital or the United States to
tho German headquarters at Uie West?the
City of St. Louis. Thus tho evidences are
multiplying from day to day, proving that
an important nationality, heretofore well
nigh Ignored by party leaders and hack pol
iticians, has assumed a position of very great
influence in the direction of public affairs.
Indeed, such a result might have been natu
rally expected, in view of the continuous
and multidudiuous reinforcements which are
annually made to our Gorman population.
Even in tho City of New York, the Germans
will soon, if they do not now, hold the bal
ance of power. At the West, they arc com
paratively undemonstrative, yet numerous
and consciously strong.
What will be the result of this power, here
tofore well-nigh latent, but now beginning
to assert itself at the ballot-box and in the
councils of the republic? Favorable, we
bellovo, both to order and to liberty. When
of old tho whole civilized world was tribu-1 '
tary to Roman inlpnrialisin, the freedom or
mankind was guarded nmid the fastnesses
of tho German forests. Hermann was the
Washington of tho antique world. And
when the eagles of u more potent empire
had subjugated Europe, it was the Landwehr
which swept away, like n resistless flood,
Uie bulwarks and thrones oT Napoleonic des
potism. These national traditions will not
be forgotten in tho new world. Bat with
all his enthusiasm for liberty, the Ocrmnn
is ulso it conservative. Ho is fond of old
usages, even to extravagance. Ho holds to
his own language; ho pours forth his hap
piest emotions uud lendorest con lidenco in
tho "heart-full" gutturals of tho Elbe nnd
the Rhine. He preserved his own customs?
tho social festivals, tho fondly usages nnd
subordination inherited from immemorial
time. In every way lie is a useful member
of tho body social and the body politic. And

trembling scales of trade, in wielding the
ponderous pickaxe in I'onnsylvanian mine
and Missouriun mountain, in guiding the
bright plough over Virginia forms and Min

"On a Liberal Mauls. "
The Committee of Ways and Menus of the
vily Council suggest that the attorneys tc
ttiiicd by the Clark administration to con
esl the election of the present Mayor and
Mdermon were arranged with "on u liberal
jasis." And the committee recommend
hat Mr. Corbio, United States District At
ornoy, City Attorney anil Stale Senator, be
paid throe- thousand dollars as "a fair com
pensation" for securing a decision which
;avc the present Mayor and Aldermen the
opportunity to make the City Hall a grog
shop, and to display in the Council Chmnbcr
morethan the rudeness of ignorance, and
more than the Intoxication of power.
Now wo happen to know that Messrs.
Porter, Miles and Barker, the counsel for
the Clark administration, were paid n fee of
something less than one thousand dollars,
including the expenses of n professional visit
to Columbia. This points tho moral of the
tale. An arrangement on "a liberal basis"
with three leading Charleston attorneys,
who conducted one of the most Important
coses ever tried in this city, means the pay
ment, to', the three, of one thousand dol
lars. But "a fair compensation" for the
Radical senator ami government ?01? '
who defended the cause means the pay. ?nt
of just three times the amount. This is the
advantage of being on the winning side. In
this case, mayhap, the thrco thousand dol
lars will benefit him that pires aa well as him
that fakes.
What It Cotta.
A short time ago a conscientious assessor
In Abbeville County went to a plantation
for the purpose of assessing the taxes of tho
frccdmcn employed there. The Ireedmen
were about thirteen in number, and the as
sessment occupied the ollUial from morning
lo night. When the work was done, the as
sessor found that the whole amount, that the
frcedmcn were assessed?apart from the
educational tax of one dollar each?would
realize for the State just screnfy-five cents,
provided thnt none of the thirteen tnx-pny
er3 failed to pay the tax. The assessor re
ceives three dollnrs for his day's work, and
consumed about fifty cents' worth of sta
tionery; so that it cost the State thrco dol
lars and fifty cents to obtain the right to
collect three-fourths of one dollar. Well
may we rise up and call this system blessed !
The Republican success in Ohio makes it
tolerably certain that the Fifteenth amend
ment will bo ratified during the coming
