There was to be noticed early yesterday morn? ing a commotion among the lesser lights of the Radical party who every day loiter about the corners of Broad and Heating streets. White and colored men rushed frantically to and fro, each one looking aa if he was en? deavoring to get away from himself, so that if the mighty secret which was pent np in his bosom shonld escape he would not be morally responsible. Groupe of oolored men occupied each of the four cornera, and excitedly dis? cussed some momentous question, each and every one of the speakers shaking his head or fist, or pointing his Auger in the direction of | the Guardhouse, leaving very little doubt in the minds of those not in the secret, that the police force, er some subject connected there? with, ?as nuder discussion. Ibo police forco was the cause of all this bustle and wordy war. The numerous bills lo "reorganize the police force''-that is, to get the conservative members out of it-having been voted down, the supporters of the movement sought another mode of accomplishing their plan. The Loyal League wss appealed to. The "peneral'' of lamber and police bills, as rumor hath it, bad a set of resolutionsadopted by that body at the meeting Thursday night. These resolutions we woro not able to obtain, but learned from some one whom we believe lo be informed, tb it they read somewhat as fol? lows: Whereas, Tho rights and liberties of the people of the Republic nu party imperatively demand that none but Republicans be put on guard, and, as it is known, that of the ono haodsTsd policemen who are pnt on guard nearly one-half are Democrats, and as it be? comes the duty of tho Republicans to stand by those who stood by the party; therefore, be it Resolved, That the president of the Loyal Leugne of Charleston appoint a committee to be composed of fifteen members to wait "upon the Mayor and request him to discharge with? out further delay the Democratic members of the police force, and put Republicans ia their ; placee. Resolved, Tb at the League do assure the Mayor that ia case ho discharge the said po? licemen, .he will receive the undivided support of the Republicans, who will continue to sup? port him in the future as they have done in the past in maintaining Republican princi? ples. That committee was appointed, Among them were "Marshal" L. I. Woolf, chairman; Magis? trates stackey, Bunch, and Mishaw, colored, Alex. Williams, colored, Peter Agbe, oolored. At tvelve o'clock the committee called apon the Mayor. The "marshal" after stating tho object of the call of tho committee, presented the resolutions. Then ensued an immense amount of t?kmg, tho result of which was that the Mayor assured them that the Demo? cratic members of the force would be gradual? ly put off ga ?rd, and the Radicals plaoed on guard aa rapidly as possible. We u ndsra tand that there are twelve hundred Radicals who desire to be policemen, and have filed their applications. Of this number about nine hundred are colored men. What a rush there will oe apon the Mayor as eaoh vacancy occurs. He will, doubtless, wish that the bill to "reorganizo the police io roo" bad passed, ss it was for no other parp?se bat to tooomplish what the resolutions of the League have now done-the expulsion of the Conservative members. Had it passed, tho Mayor would have been saved the disagreeable duty of discharging them, as ther J was an in? genias clause inserted providing that "any member of the existing police organisation who shall not have received, within flvo days after the ratification of this ordinance, a war? rant of appointment from the Mayor, shall thereupon cease to be a member of the polioe force of the City of Charleston."
