These quarter? were very small, containing but two rooms and accommodating about eighty boys. Tho new quarters at Nos. 49 and51 Park Place are four stories high, and furnish accommoda? tions for over 250 boya. The building is well ven? tilated and abundantly supplied with bathing facilities. On the lower fl'-or are the dining, laundry, store and servants'rooms, the kitchen and the rooms for the family of the superinten? dent. The dining-room can accommodate on special occasions two hundred boys. Two meals are furnished daily, breakfast at 6 A. M., and supper at 7 P. M.; the former meal consists of bread, coffee and syrup, and the latter or bread and coffee, with butter and meat on al? ternate evenings. Many of t he inmates r ise at 8 A. M., in season to get the earliest morning papers, and these get their breakfasts else? where. The second story is divided into a school-room, a gymnisium, a savings bank, and wash rooms, and the two upper stories are used entirely as dormitories. The savings bank is au especially commendable inst ituton. Usual ly the boys deposit a part of their earnings every night; at the end of each month aggre? gate statements are made to the depositors, showing the amount they have on hand, and an allowance of five per oent. interest is made. Since the date of the organization of the Home the boys have saved $18,431 22; and du? ring the- past year they contributed $334 45 to? wards its expenses. The bank is a very simple affair, consisting of a largo walnut table, with a drawer divided into small compart? ments. The top of the table is pierced with penny holes; the boles aro numberod, each boy has his number, and a register of the de? positors is carefully kept. Oftentimes Ibo new arrivals are covored with filthy rags and ver? min, iu which case they are thoroughly cleans? ed and Punished comfortable clothing. There is no novelty in the complaint, made on every occasion and in every imaginable shape, that Northern serials are read and sup? ported in the South, while our own publica? tions of the same class receive only a luke? warm and hesitating support; and it is urged with wearying iteration that our people are unpatriotic and undutiful in failing to give their own kith and kin that cordial aid, with? out which no enterprise can be made perma? nently successful. To establish a new serial magazine in these days of active competition demands monied capital, an well as tact, ability, and a high order of literary or technical merit. The mul? tiplication of literary enterprises of all kiods bas made tho reading public more exictinx 'han ever before. As knowledge and informa? tion are diffused in the laud, the literary .standard is steadily raised. The error, then, of Southern publishers has boen in assuming that a Sontheim name and Southern record j Bhould at once give them thousands of friends and suQSoribers, without regard to the intrin ei i excellence of their undertaking. This is the whole seoret of the lagging life and carly deatb of so many Southern periodicals. There must and will be free trade in litera? ture as in all mercantile pursuits. As a matter ot business the publio will always Beek the best article at tte lowest price. Where the element of dollars and cents enter into the edon lat ton, sentiment and motives wtll have lic?e weight, ard certainly will not induoe the publio lo pay m ire for a Southern production than they would have to give for a Northern production ot equal merit, un tn? other baud, prk?, a**r-1 viceablentaa and worth being the same, the Southerner will undoubtedly give the prefer? ence to the labor ot Southern bands and the coinage of Southern ?rams. Bitterly partisan publications like Harper's Weekly and HarperV^Maeazme will always be j oondemued io the South, because their very | mainspring ts abuse and misrepresentation of our people. The Northern firms whose publi cations are free brum sectional animosity do not tall under the ban, and, as m the case of th? Appletona, their publications are judged Hoiely by their cost and artistic value. And all thia is both meet and just. The publio oaunot properly be blamed for buying what is cheap and good, although it do.soome trum the Norco. The " Runl carolinian," of which the first number waa ieued on Thursday, is a monthly magasine devoted to progross in agnoulture horticulture, the meobanio arts and domestic economy, aud to the intellectual, moral aoc Bocial improvement of our people. The pub? lishers, Waiker, Evans ? Cogswell, of this ody, and the editor, D. H. Jacques E.-q. promise to spare no labor or expense lo make it in every way worlby of patronage and support. They have made a good beginning; for the "Bural Carolinian," as lt stands, is su? perior to anv agricultural magazine issued m the southern couutry ; while to the South rn farmor and planter it will be far more valuable than any Northern agricultural publication. The bjuth bas needs and wants of its own. No magazine whioh looks to the North or West for Support can adequately represent the agri? cultural and mechanical interests of th?! South. The Yorkville Enquirer takes this view of the political situation in South Carolina: "3o far as losing heart is concerned, vre are hopeful of the future. But the downfall of Radicalism la not to be accomplished by seeking negro votes. Indeed, one (treat point will have been gained when the ne? groes become satUfled that wo don't care bow ?hey vote; that we can stand thc result of the voting if j tboy can. At present their Idea le that we seek their votes for our own purposes, and with no good will for them. It ia idle, then, to try to persuade them to enter the Democratic fold. The only way to ac? complish this is to let them feel the consequences of j their votinjr Radical. Let them feel the pressure of | taxation, wi'h the full knowledge that their votes made it heavy. It is the only way of convincing them that their interests coincide with ours, all measures looking to this end will receive our earnest support. But In view of the fact that agitation has not gained us votes in the past, we believe in reserv? ing our strength for the time when it will avail. As otten as elections occur, every Democrat should vote, and thus keep np the party organization. In the meantime, do allow the Radicals tbs pleasure of j quarreling a moog themselves. They are very good at lt, and they can break up their party sooner than we can by .pitching into it' on all occasions." Our contemporary will not deny that unless we have a majority in the state Legislature we cannot change the character of the govern? ment, reduce taxation, and make our laws equitable and just. This majority cannot be had unless the opponents of Radicalism can carry some of the lower counties, in wbioh the negroes far outnumber the whites. We cannot, therefore, move a peg towards undoing the Radical muddle unless we do seek the negro vote and get it . In this part of the State we aro not so philo? sophical as to say thatwe don't caro bow tho ne? groes vote; f jr upon the way in whioh they vote depends their welfare and ours. They already feel indirectly the pressure of taxation, and still more do they feel the utter unsclfisui.ess of their so-called friends. They mil, intime, hud ont for themselves that our interests are theirs; but wiih our he^p they will know it, and act upon it at the ucxt general elections. Wo mi? ht wait and wait quietly with folded arms; but an old proberb says that while the grass is growing the steed may starve. This is our predicament. - IN a divorce case beard at Chester, Judge Thomas sustained a plea to the jarisdictionof | the court.
