Schwing, Philip Saxe and R. A. McMan us, and three negroes. Bale Lzzaxd, James Barron and Benjamin Mills, were arraigned be fore the Mayor to answer the charge of being; engaged m the not the day before. The magistrate called the case of Benjamin 1 Mills, when he was informed by accused's coons el, Mr. A. H. Mackey, that he had been discharged by the Mayer. ' Lieutenant Lynch, United States Army, then sued ont a warrant for the arrest of Mills, charging hjm with exhorting the negroes lo riot. The office of the magistrate being found too small to conduot the examination in, he ad? journed to the City Hall. First Vice President 8. T. Tupper called the | meeting to order, and stated that he had con-, vened the Chamber at tbo request of many of its members to consider a matter that was deemed of great importance to all interested, in tho preservation of gond order and the se? curity of property in om ooromnnity. It had been suggested that the moral infla? mes and aid of this body should be invoked to atay the proceedings of oar City Council in their proposed action in relation to the Fire Department The bill before Council contem? plating the establishment of a Board of Color a 1 F ir em as te rs, baring fall and equal powarji with the present constituted board, was re? garded with apprehension by our admirable indwell regulated Fire Department, aa well j aa by property-holders generally, as calculated to lead to misrule, disorder, and perhaps the destruction of the department itself. The firemen desired tune for consideration as to their coarse of co j du ct io this emergen? cy, and tb obtain each an expression of opin? ion from tax-paying and other responsible citi? zens as they believed could be elicited. It-was not expected that the Chamber would become a partisan in this matter, but be bad j been requested to submit to this body, which represents most important and valdable inter? ests, the propriety of requesting that Council would delay their contemplated action upon the bill referred to, in order that public opin? ion might be heard, and due consideration given to this innovation, fraught with danger and alarm to our community. The chair stated that the Chamber was ready to receive any resolotion in reference to the subject matter now presented. Mr. James T. After some, discussion, participated in by Messrs. Weis man, Lawton and Oetty, the pre? amble and resolutions were put to the vote and adopted. Mr. W. M Lawton submitted some viows to the Chamber in reference to the proper baling ot cotton, and re :ommending that premiums be offered by the Chamber for the samo, wbicb was, on motion, referred to the Co .unittee on Loss of Weight in Cotton, to report at the next meeting. At a quarter of nine o'clock, the Mayor came in and called the body to crder. A motion to dispense with the reading of the minutes of the last meeting caused some dis? cussion, Alderman Voigt thinking it very queer that the minutes were never read and con firm ed. The motion to dispense was carried. PETITIONS. Alderman T. J. Mackey read a petition from the Sisters of Mercy, asking aid from tba city to carry on their institution, the petition being signed by twenty-five hundred citizens, repre? senting $15,000.000 worth of property, two thirds ot the value of the real estate in the city. ; The petition was read by the Cletk, after which Alderman T. J. Mackey offered a reso? lution providing tbat tbe Council should au? thorize the Mayor to proceed at once to ob? tain the distributive fund granted by the Le? gislature for the. relief of the traDsient sick and poor in the cities and towns of this State; and that $6000 ot the ?hare of the city ($11,000) be given to the Sisters. The Alderman then made a fervent appeal for the adoption of the resolution, which was seconded by Alderman Voigt. Alderman Barrow spoke at length in opposi? tion to the resolution.
