At nine o'clock yesterday morning Mesare.
C. H. Schwing, Philip Saxe and R. A. McMan
us, and three negroes. Bale Lzzaxd, James
Barron and Benjamin Mills, were arraigned be
fore the Mayor to answer the charge of being;
engaged m the not the day before.
The courtroom was literally packed with
negioas, and largo numbera stood on the cor

The testimony against Mr. Schwing was that
ho had bred two or three shots at the negroes
He stated -that he was being pelted with rooks
and brickbats by the.negroes, who were also
rushing; upon him; that be fired in self-defence,
bot his intention was more to frighten them off
than to injure any ODO, -

The testimony against him was substantially
that he bad been requested to ur.)' e I^ackover
the rope stretched to mark the lim .aaigned
to the players. He was very insolent. ! ut got
over; and io a few minutes came back. He
was again ordered off by one or the soldiers
detailed to assist the police, when ho cursed
the soldier, who then struck him. A police'
roan arrested rxafe and he commenced to fight,
calling upon the Degroes around to assist him.

Saxe, against 'whom there was testimony show,
mg that he bad thrown-?- -rock at the negroes
after they had commenced the riot.
! The ease of Benjamin Mills, colored, was
riext called. No one appearing against him,he
waa discharged. ; :
LThe Mayor then announced that the cases of

Bab Lraard and James-Barron, colored, ! would
be turned over to Magistrate DeLirgo for

At twelve o'clock the accused were brought
, before Magistrate DeLarge, colored.
The magistrate called the case of Benjamin 1
Mills, when he was informed by accused's
coons el, Mr. A. H. Mackey, that he had been
discharged by the Mayer. '
Lieutenant Lynch, United States Army, then
sued ont a warrant for the arrest of Mills,
charging hjm with exhorting the negroes lo
riot.
The office of the magistrate being found too
small to conduot the examination in, he ad?
journed to the City Hall.
"Lieutenant Lynch -was; s worn, and testified
that he saw the commencement of tbe not,
and heard prisoner exclaim : "The negroes
are strong enough to rule the ci ty ; no d d
power can pat na down; stand and fight and
die. here if necessary; I fought before for lib?
erty and can do so" now; come, men, we need
sot fear any balla and bayonets of these d-d

the prisoner to cease his incendiary exclama?

Witness then requested Lieutenant Taft to ar?
rest prisoner, which he did.
At the conduinon o? the testimony in Milla'
case the court was adjourned, and the ace used
were lett in doubt whether they were to be
batled or comm it ted to^J ad to 'appear for trial
to-day. After awhile,.' however, Messrs.
Schwing, (R. 8. Brans security,) Philip Saxe,
(lt. A. Philippy 86curiry, ) R. A. MoManua,
(Captain Ooo. Tapper and Colonel J. F. Hoot

sf Commerce, held yesterday at the old State
Bank, at 13 o'clock M., a large attendance waa

First Vice President 8. T. Tupper called the |
meeting to order, and stated that he had con-,
vened the Chamber at tbo request of many
of its members to consider a matter that was
deemed of great importance to all interested,
in tho preservation of gond order and the se?
curity of property in om ooromnnity.
It had been suggested that the moral infla?
mes and aid of this body should be invoked to
atay the proceedings of oar City Council in
their proposed action in relation to the Fire
Department The bill before Council contem?
plating the establishment of a Board of Color
a 1 F ir em as te rs, baring fall and equal powarji
with the present constituted board, was re?
garded with apprehension by our admirable
indwell regulated Fire Department, aa well j
aa by property-holders generally, as calculated
to lead to misrule, disorder, and perhaps the
destruction of the department itself.

ion from tax-paying and other responsible citi?
zens as they believed could be elicited.
It-was not expected that the Chamber would
become a partisan in this matter, but be bad j
been requested to submit to this body, which
represents most important and valdable inter?
ests, the propriety of requesting that Council
would delay their contemplated action upon
the bill referred to, in order that public opin?
ion might be heard, and due consideration
given to this innovation, fraught with danger
and alarm to our community.
The chair stated that the Chamber was
ready to receive any resolotion in reference to
the subject matter now presented.
Mr. James T. Welaman submitted the fol?
lowing preamble and resolutions, which were
seconded by Mr. John Hanokel:
Whereas, The aid of this Chamber, repre

deeply concerner! in the harmony, reputation

ment of Charleston, to endeavor to preserve it
from any innovation tending to antagonism,

After some, discussion, participated in by
Messrs. Weis man, Lawton and Oetty, the pre?
amble and resolutions were put to the vote and
adopted.
Mr. W. M Lawton submitted some viows to
the Chamber in reference to the proper baling
ot cotton, and re :ommending that premiums
be offered by the Chamber for the samo, wbicb
was, on motion, referred to the Co .unittee on
Loss of Weight in Cotton, to report at the
next meeting.
On motion, the Chamber adjourned.
THE SAVANT* IH BAND.-Yesterday a subscrip?
tion list was opened for the purpose of pur?
chasing instruments for such members of the
Savannah Band as bad theirs lost or injuted in
the not on Monday last. We learn that $156*
was subscribed and banded to Captain McNelty

At a quarter of nine o'clock, the Mayor came
in and called the body to crder.
A motion to dispense with the reading of the
minutes of the last meeting caused some dis?
cussion, Alderman Voigt thinking it very
queer that the minutes were never read and
con firm ed.
The motion to dispense was carried.
PETITIONS.
Alderman T. J. Mackey read a petition from
the Sisters of Mercy, asking aid from tba city
to carry on their institution, the petition being
signed by twenty-five hundred citizens, repre?
senting $15,000.000 worth of property, two
thirds ot the value of the real estate in the
city.
; The petition was read by the Cletk, after
which Alderman T. J. Mackey offered a reso?
lution providing tbat tbe Council should au?
thorize the Mayor to proceed at once to ob?
tain the distributive fund granted by the Le?
gislature for the. relief of the traDsient sick and
poor in the cities and towns of this State; and
that $6000 ot the ?hare of the city ($11,000) be
given to the Sisters.
The Alderman then made a fervent appeal
for the adoption of the resolution, which was
seconded by Alderman Voigt.

Charleston Board of Trade was held in the
Hibernian Hall yesterday afternoon, H. Cobia,

to the bill before Council to establish a Board
of Colored F?remasters.
Tbe preamble and resolutions adopted by
the Chamber of Commerce were then read by
the secretary.
General Gurney stated that he had seen Al?
derman T. J. Mackey, the author of the bili,
sinoe the mooting of the Chamber of Com?
merce, and the Alderman had told him that
action upon the bill will be suspended for tbe
present, and when put up for adoption would
be so amended as to relieve it of its objection?
