Suit was brought by ANN V. MARTIN to recover $3000 . for the wages of certain slaves leased by her to the proprietors of ?rou works in Bartow County, Georgia. Tho dofondLiits, among other pleas, put in this: That it was part of their agreement that defendants were to remove the negroes away, ami keep them removed from the territory that was within the linos of the Federal army, with a view and dosign of preventing tho liberation of said negroes from their former stale of servitude" (emancipation, it will be observed, having been decreed boforo the dato of tho contract); and Judge EBSKINF. decides that this agreement, being "in contravention of the previously settled policy of the Government, and wicked in itself," vitiates the whole contract. The New York Evening Pott, of Friday, September 20ib says : The two greatest defects of our financial system are brought Into clear light by the flurry in Wall street, Ono is thc want of elasticity iii the currency. It is well known that at till* time of thc year somo twenty-five? to thirty milbcms of extra currency arc wanted to move tho crop. This want WM formerly supplied, to a large degree, by thc banks of tho Weat and of tho New England States ; now there Ls uo-provision for any elasticity. Our banks have as much currency outstanding in June and July, when it ls ar drug and is not wanted, os in October and November, when it ls a necessity and is scarce. Thc other defect is the power which resides in the Treasury to tighten or relax thc money market. Such power is exerted in various ways, but tho use most fre? quently complained or during the lost few dsyo is the locking up ot greenbacks. We have referred to these complaints, as they are tak? ing a more positive, definite form in Wall street. The Treasury, it is claimed, bas taken out of the banks several millions of greenbacks, with a view to put down gold and seven-thirties. If such was thc object in view the result has been much wider ar ? more destruc? tive. For lt bas produced an incipient paule, in which a small clique of speculators have made themselves rich, whilo the public have been injured by the disturbance or tho money market, This disturbance at the present momcut attracts the more comment, as it interferes with the arrangements for movtner tho wostcm crops. Thc loau market is active at Ca7 per cent. Commer? cial paper passes st 7s8c. The stock market is unsettled snd feverish. Govern? ments are rather better. Railroad abarse are weak and panicky.
