The governor today offered si reward of $100 for the apprehension of Eliza Edwards, a nogrc woman, who is implicated in the murder of J. B. Kinard, in New. berry county on .June 21. The circumstances surrounding the case are peculiarly revolting. After Kinard was killed, the body was wrapped in a carpet s?nd set on lire. Several are implicated in the murder, and all are in jsiil ?i. CAV.UJ'1 11X19 >Y 111 II UII A rewaad of $100 was also offered for B. F. Buford, who kill. Larry Blackmail on July 3 at Aiken.?Columbia Record. Riot in Orongcburg. Special to the StateOrangeburg, July 13 - An incipient riot participated in by whites and negroes in which knives were freely used, hold a portion of the main street of the city last night between 10 and 11 o'clock and as a result there is ono dead negro today and several others arc uhdel treatment for wounds. It is not an easy matter t?D get at the primary facts what caused the row and by whom particularly it was star'ed. It is supposed, however, to have originated in a difficulty between strango white men and a negro, the former being the aggressors, who are here under Foreman May ties of the Atlanta construction department of the Bell Telephone company stringing cables f??r the local exchange. It is freely charged that the same parties have on several occasions heretofore raised disturbance with negroes on the street without the slightest cause. And it may be added that the negroes were at no time the aggressors nor did they give any cause for the attack last night. This is the evidence of those who saw the most of the row. (Jang of Horse Thieves Operating in Aiken. The State, 15th inst. Vjov. McSweeney yesterday received several requests relating to depredations of a gang of horse thioves in Aiken county. Among the papers presenter,, upon which the governor offered a reward of $100 for the apprehension and conviction of the parties, was the following, signed by many well known citizen of Wagoner's: "We, the undersigned, citizens of Aiken county, appeal to you for protection from a gang of horsethieves that are operating in this section of country, and using the section of Aiken county on the North Edisto river to keep their stock, stealing the feed from the poor farmers. It is now 1 Jtt heap of ruins, piled to a height 1 , of 100 feet. In falling it carried away the Sansovinu Logolta and the library ~ of the royal palace. There were \ I no fatalities but a few persons i ? I I wore injured. The disaster cans ed an immense sensation. The 1 town and communal councils have'1 been summoned to meet this even ing. A little before the col lapse of the tower a noise of fulling stones 1 within the bell tower warned the \ shopkeepers, workmen and tour- 1 ists of the impending disaster and 1 , all fled for their lives. Editor Lodger:?There seomB > l>c a good deal of interest muniListed by tho candidates for Su orvieor on the road question, 'his is all right, if their ardor oos not cool after tlie election. Vo certainly need bettor roads or traveling purposes; Mid the irovisions of the law arc sufficient f properly carried out. tVith he aid of the chain {gang we hould have tine roads; but perons elected to till the office aro generally too feaiful of giving of. enee; consequently very little niprovetnents aro made upon the oads?whereas if the requirenents of the law were fully varied out ? our roads would always >e in traveling condition except n the rainy season, and even then hey would be much better than hoy generally are under the pros iiit or past management. I wish t to be understood that I nm not etlecting on any person who lias illed theotlico, but simply stating vhat 1 believe to be facts. Yon nay legislate as much as you llease 011 any matter; good laws nay be passed but if they are not iroperly enforced no good will esult from them. But my object is not to discuss ;ood or bad laws or their enforcelent, but simply to suggest u bought to the people and especialy for the candidates to the Legislturc. Our public highways mav o kept in passable condition and et be unpleasant to the traveler, specially in the summer Heason. bit the question "will be asked, o\v can iins nuproveaieot be uade ! The plan 1 suggest is: ilant shade trees at a reasonable ' listanco apart on the highways; ay 50 yards upart or closer, and ee that these trees be protected; et a heavy tine or punishment or i >oth be placed upon any persondo- i tig damage to these ireos. This,^j a my opinion, would bo us great! benetit to the traveling public as ny thing that could be done out ide of the enforcement of the j resent road law. While 1 am on i ho subject of tree planting, 1 rould likoto arouse our people on >rest preservation. " Woodman, pare That Tree'" should bo our atchword. There is no doubt i my mind but that the wasteful estruction of forests are greatly le cause of irregular seasons, exassivo hoat and cold, tloods and roughts, tornadoes, etc. Would , not bo well for our legislators i think of thfse things, and not" ike up so much time enacting so lany useless laws, tilling the tatutes up with something that 'ill benefit but a few individuals?
