"Citizen" uses the W. Stj A. Road as a basis for his calculation. Now look at. the report of that road and you iim! that it don't pay any dividend. The North Eastern Road, which has as good facilities for making money as any road in the State, and yet it you examine the report ot tlie company you will see that it has not paid a cent of dividends.
