Now, sir, 1 am in favor of railroad
improvements, and especially in our
isolated county, but I am opposed to
faxing the entire people o?' the county
to build the Little 1 liver and Cheraw
Kail road. when it is clear to my mind
that the road will only benefit a small
ininorit y oi t he taxpayers of t he comity,
and it is clear to my mind that, the
Little Liver and Cheraw Hail road
Company will not bo able to pay the
interest on the preferred stock of the
company out. of the net earnings of
the road for some years to come, and
ii the company fail to meet their interest
when due if will certainly ho a
tax of at. least two and one-half lnilis
on each dollar's wort h of property in
the count y.

county each year, and each voter that
votes to give the county bonds, believing
that he will not be taxed to pay
the interest on them, is mistaken in my

more than one mill county tax last
year. Now lie says that one mill will

tlie Auditor's books, is about thirteen
hundred thousand dollars. One mill
on that, amount will raise thirteen
hundred dollars. No.v add the 30
miles of road when completed, say
ibur hundred thousand dollars, and
you have a taxable properly to the
amount of seventeen hundred thousand
dollars. Now one mill wdl only .

a balance oi $2,400. No\V it seems

a half mills. Two and a half mills
will raise ^ t.250. "Citizen" uses the W.
Stj A. Road as a basis for his calculation.
Now look at. the report of that
road and you iim! that it don't pay
any dividend. The North Eastern
Road, which has as good facilities for
making money as any road in the
State, and yet it you examine the report
ot tlie company you will see that
it has not paid a cent of dividends. It,
with the facilities that these roads
have, t hey c.nn't pay anything, how
can the. Little River and Oheraw Railroa

about its paying, and 1 think it would
be right to give the taxpayers of Horry
the benefit of thai doubt.
