There must be a Book of Registration for each polling precinct, that is for eacn township, or parish, or city, or town of less than five thousand inhabitants, or ward of cities of more than five thousand inhabitants. Each elector must vote in the polling precinct in which he resides. If there is more than one voting place in the polling precinct, the elector may vote at any voting place designated on the registration certificate. The Boards must designate in the registration certificate the voting place in the polling precinct at which the elector is to vote.
