At the recent Confederate Reunion, in compliance with the Act of the General Assembly, the Confederate Veterans elected the following State board of pensions for Conlederate pensions: W. H. Hardin,of Chester; W. D. Starling, of Columbia, and W. E. James,ol Palmetto. This board will be appoluted with pleasure by Governor McSweeney and they are to act under the provisions of the statute passed at tbe recent session of the General Assembly at tbe request of tbe Confederate Veteran's Association. STATE HOARD OF EDUCATION. The State board of education met here today. Tbe meeting was called to order at 510 P. M., all members being present, exoept Mr. Knight, who came in late. State certificates were granted Miss Sophia Reynolds and Mr. W. C. Allen. A certificate was granted Mr. S. A. Chambers, provided tbe State Superintendent on Inquiry find it proper. On motion tbe state Superintendent was empowered to grant State certificates to graduates ofveputable colleges In this Slate. A number of excuses for not attending tbe summer School were on file, and were read and disposed of. Tbere was mucfc discussion on this point. Finally, on motlor ot Prof. McCain, tbe board determined tt meet on September 12 at 9 A. M. TEACHERS' INTEREST IN TEXT HOOKS. Superintendent Frank Evans, of ispartan burg city schools, through tbe secretary, aik ed for an interpretation by tbe board of th< law in regard to teacher* being lnterestet pecuniarily In the sale of any text book Superintendent Evans Is the author of i book on number work, and several cltj superintendents in tbe State wish to use thl book. Tne effect of one construction of thi law would be to prevent any teachers In th State from becoming authors of text books The board clearly saw the absurdity of this but did not think the board was the prope authority to interpret or to remedy it. On motion Mr. McMahara and Mr. Raysor were appointed a committee to consult with the Attorney General, and draft a contract to be entered into with publishers and to send copies ol the same to the various publishers and to the members of the board. | Prof. McCain offered the following resolution, which was adopted : Resolved. That when we meet for the adoption of books we do not hear from agents a discussion of the merits of their books, but that publishers be requested to have some representatives In the Mty to give any information that the board may desire. CONTRACTS WITH PUBLISHERS. On motion of Mr. McMahtn the following was adopted : That In the contract with,publishers clauses shall be inserted to tbe effect : t. If at any time during tbe period of this contract an adopted book, or any edition of it. is sold at a lower price outside of this State than the price agreed upon in this contract then that lowest price shall become the contract price In this State. 2. The publishers must take from tbe county superintendents of ertnnatlnn at Hrfnnl cost Of delivery to county superindents tbe displaced books tbat may be In tbe bands of tbe connty superintendents unsold, In order not to Impair tbe "permanent fund." now Invested by such officers pursuant to "An Act to provide tbe pupils attending tbe free public schools with sbool text books at cost" 8. Books shall be sold at every oounty seat In tbe State at a uniform retail and a uniform exchange price, which shall be printed on the books.
