"The university was established as the nation's first true public state university, and we want to make that known to the rest of the nation through the events involved with the celebration," Palms said. The $50,000 appropriation to establish a college in Columbia in 1801 stated from the beginning that USC would be controlled by the state legislature and would allow all "youth [to be] educated... in the good order and the harmony of the whole community." "We're waiting for the labels to iden tify the containers," said Gerry Scher merhorn, assistant director of cam pus services.
