Fee RaisE BY BILL GRANT Gamecock News Editor A $1.60 increase in the student athletic fee has been offered as a possible solution to the funding question of the women's in tercollegiate sports program. The recommendation was made in a report by the special ad hoc committee established by the USC Board of Trustees at its Sept. 13 meeting to "initiate immediately a thorough study," of the funding problems of both women's athletics and club sports. The report on club sports has not been finished. The committee's findings now move to USC President Thomas F. Jones who will give his recom imendations to the Board at its January meeting. The report read, "There are three possible solutions to funding for the women's intercollegiate program: Student athletic fees, gate receipts from ticket sales and contributions from booster groups. Until the women's program is well established with a large amount of spectator appeal, neither of the last two sources will be practical for several years." The committee was unanimous in its decision that the athletic fee increase was the only viable source of funding the women's program but split over the method of allocating the fees. Two methods OfferedI were suggested: - A separate fee be assessed each student to maintain the women's program, to be used solely for the women's budget and not mixed with the men's budget; - Assess one athletic fee per student with allocations made to the men's and women's programs. It was estimated, by the com mittee, that $50,000 would be needed to maintain the women's program, per year. The ap proximate cost per student thus works out to about $1.60 per semester. The committee suggested that the organization for -women's athletics merge with the existing Department of -Athletics to, in ?ffect, form one department. SAC examined a series of guidelines pertaining to the spending of allocated funds. Two notable standards passed dealt with allocations for charity and partisan political activities. Student activities fee money cannot be allocated for use as a direct contribution to charity. Contributions to charity can be made only with the net profits of fund-raising events. Concerning political activities, the SAC agreed that no funds may There Is a new Convenience Store on campus. Once you find it, you'll like It. The responsibility for ad ministration of the women's program will be under a Dirctor of Women's Intercollegiate Athletics, who should be a female," the report read. The current director of women's sports is Harold "Bo" Hagan, appointed in October on an interim basis by Jones. The controversy over funding was initiated by a decision by the Faculty Athletic Committee in December, 1972, to allow the (Continued From Page 1: be used for any' political purposes or the support of political con didates at any level. Furthermore, "No funds raised by any student organization receiving student activities funds may be used for partisan political purposes." These guidelines state the Commission's position on the issue of mandatory student fee usage, the subject of a suit by USC law student Robert Clarkson, who is suing the Board of Trustees seeking to enjoin the use of student n's Sports women's program to affiliate with the Association of Intercollegiate Athletics for Women, (AIAW). Women's sports such as gym nastics, basketball, swimming and volleyball were formerly organized under the Women's Recreational Assoication, (WRA), primarily established to coor dinate intramural activities, for women. After the university established a full-time Office of Director of Intramural Athletic and Recreational Sports in 1970, the' WRTRA shifted it's emphasis to coordinating club sports activities for women under its status as a student organization with funding from the Student Allocations Commission (SAC). fees for charitable and political causes. The Commission also approved an avenue of appeal for organizations desiring to appeal budget decisions. The appealing organization must first request in writing another hearing by the SAC. If the appeal is rejected, the organization then can go to the vice-president for student affairs. After this action, the SAC must submit in writing the reasons for its decision. The SAC, realizing that it had on one hand an entity that was registered ~ as a student organization and on the other hand functioning as an intercollegiate athletic program, refused to fund both the AIWA and club sports for the current fiscal year. In a letter of protest from then SAC chairman Scott Derks to Jones, the Faculty Athletic Committee and the board, the SAC said, "The SAC has been sub sidizing many athletic teams which the USC Athletic Depart ment has been unwilling to fund. The SAC wishes to express its disaproval of this Athletic Department policy of not finan cially assisting those teams that are competing on an in tercollegiate level". The women's program was allowed to continue this year as the Board of Trustees authorized $17,000 from the Athletic Depart ment's budget to maintain the women's program until Jones and the ad hoc committee reports to the board on other solutions.
