Fee RaisE
BY BILL GRANT
Gamecock News Editor
A $1.60 increase in the student
athletic fee has been offered as a
possible solution to the funding
question of the women's in
tercollegiate sports program.
The recommendation was made
in a report by the special ad hoc
committee established by the USC
Board of Trustees at its Sept. 13
meeting to "initiate immediately a
thorough study," of the funding
problems of both women's
athletics and club sports. The
report on club sports has not been
finished.
The committee's findings now
move to USC President Thomas F.
Jones who will give his recom
imendations to the Board at its
January meeting.
The report read, "There are
three possible solutions to funding
for the women's intercollegiate
program: Student athletic fees,
gate receipts from ticket sales and
contributions from booster groups.
Until the women's program is well
established with a large amount of
spectator appeal, neither of the
last two sources will be practical
for several years."
The committee was unanimous
in its decision that the athletic fee
increase was the only viable source
of funding the women's program
but split over the method of
allocating the fees. Two methods

were suggested:
- A separate fee be assessed each
student to maintain the women's
program, to be used solely for the
women's budget and not mixed
with the men's budget;
- Assess one athletic fee per
student with allocations made to
the men's and women's programs.
It was estimated, by the com
mittee, that $50,000 would be
needed to maintain the women's
program, per year. The ap
proximate cost per student thus
works out to about $1.60 per
semester.
The committee suggested that
the organization for -women's
athletics merge with the existing
Department of -Athletics to, in
?ffect, form one department.
SAC
examined a series of guidelines
pertaining to the spending of
allocated funds.
Two notable standards passed
dealt with allocations for charity
and partisan political activities.
Student activities fee money
cannot be allocated for use as a
direct contribution to charity.
Contributions to charity can be
made only with the net profits of
fund-raising events.
Concerning political activities,
the SAC agreed that no funds may

The current director of women's

The Commission also approved

organizations desiring to appeal

organization must first request in

After this action, the SAC must
submit in writing the reasons for
its decision.

The SAC, realizing that it had on
one hand an entity that was
registered ~ as a student
organization and on the other hand
functioning as an intercollegiate
athletic program, refused to fund
both the AIWA and club sports for
the current fiscal year.
In a letter of protest from then
SAC chairman Scott Derks to
Jones, the Faculty Athletic
Committee and the board, the SAC
said, "The SAC has been sub
sidizing many athletic teams
which the USC Athletic Depart

The SAC wishes to express its

The women's program was
allowed to continue this year as the
Board of Trustees authorized
$17,000 from the Athletic Depart

women's program until Jones and
the ad hoc committee reports to the
board on other solutions.
