Key discusses ca, Futu By VAL STIEGLITZ Staff Writer AD George Key, director of security and communications, is confident :ha: University parking facilities will be adequate in the future. Concerning USC president Thomas F. Jones' recent s:atement that the increase of s:udent population will be con :rolled, he said pending plans may even provide an excess of space. Key said these plans include a parking lot in the Bates House area in conjunction with a new residence hall. This lot will have abou. 500 spaces. There are plans for a new parking garage at the present Pickens Street lot. He said con s: ruct ion could begin as soon as the ..Committe organizatto By ELLEN MURRAY Staff Writer The Board of Trustees last January, established a Committee for Planning and Coordination of Fund Raising. The new business school will also havc adjacent parking facilities," hE said. Key said a vital part of al campus planning under Vice President for Business Affairs Harold Brunton, was the con sideration of parking space. The parking commit tee makes general recommendations to Key and he advises Brunton as to what space is needed. Referring to a recent article in which Bob Brooks, a student parking committee member, complained about the lack of S to mull 5n finances sity's name, the committee consists of two representatives from each of the following: Board of Trustees, Board of Educational Foundation, Alumni Council, faculty, student body, administration and prominent non-alumni who have shown interest in Carolina. Key said Brooks has no: attended a single meeting. Key said it would be necessary for parking facilities to be located on :he periphery of the campus as the University becomes con cen:rated in its limited space. He said students must realize they canno: park in the center of campus. Money for all new construction comes entirely from meter payments. registration fees and fines. Key said. The University appropriates no funds for facilities. The University, however, does pay for overhead and main :enance. An example of the amount of money involved in a new building, Key said each garage Wallace Martin, vice-president of development (of private support). Martin explained that, "This is a serious, earnest group. We want everyone to know that we are not acting as a roadblock or to be restric tive, but to create an orderly procedure that will enable clubs and organizations to get support." A type of United Fund has been established. Each school or college can make a case concerning what they will do with the money if they receive Russia views . President Nixon will visit Moscow next May. "This an nouncement is another indication that the cold war is at an end," USC Russian history professor Dr. John D. Basil, said. The professor says Nixon is changing from the cold war tactics Ii idequate parking space is wort h about $1.500 in construction costs. In order to pay for itself. it would be necessary it. charge student $15 per month to park there. Only $20 per semester is charged and Key said he thought this is qui:e reasonable for a covered enclosure with police patrols. He said the Security Department makes no profit from any of the fees s: udents pay. All the money is direc:ed towards new building and described the new garage as a test o see if such a project would be accepted by students. Since it has been. Key said, the way is open for :he Pickens Street garage. He said there presently was a cri:ical parking space shortage and attributed this to the It. Any student of faculty member can also enter into the campaign for fund support. To have funds appropriated, an organization should appeal to the Evaluation Committee, an inner committee headed by professor James Black. This committee refers the request to the full committee. It would then go to President Jones and the Board of Trustees for approval. This will greatly help programs to receive the funds they need. "ID seems Nixon hopes to achieve Ihe following two goals. He hopes to prevent enemies, such as Russia and China. from uniting space disproportionate growth of the studen: body compared with facility construction. Allowing freshmen to have cars also has aggravated the problem. Key said. This semester. 6.454 registration decals were issued to the faculty, s:aff and student body. There are 4.616 parking spaces on campus, but Key said all the cars were never on the campus at the same :ime. Key said he wanted to make it clear tha: steps are being taken to alleviat.e the parking problem and said any information is open to s: udent s. Quite aware of the problem. Key ci:ed the creation of many tem porary parking lots as evidence ihat "we'll fight for Iwo places." getting all the resources, everyone would have an op portunity to receive support. They will accomplish this by coordinating a book of ap proved projects. Doners can allocate their gifts to the project that they want to help most. This is important because private support allows the University to have more flexibility. It enables the school to do what it feels would benefit most. essor OV trip against us. and it is possible, that by dealing with our enemies in dividually. that we will discover :heir weaknesses. Also the enemy may find that he wants something from us." Basil said. Basil said the Soviets are very skillful negotiators and it will take several years of skillful negotiating to see whether Nixon's new foreign policy will be suc cessful in creating a more stable world.
