Dear Herald: Birthdays are formally aud scrupulously observed in Germany. Cakes, flowers, fruits and gifts are a part of the observance. ^ On the 22nd the Kaiserin's thirtysixth birthday was celebrated?she is two months the senior of her husband. We found the streets every where decorated with an extraordinary amount of bunting?in bonor of this sweet, gentle woman. Oar ?wn American flag was also unfurled on many buildings. The Turkish Bey, who occupies a room in our flat, was invited to cele brate Her Majest}'s "Ge buirstag" by "drinking coffse" at the palace.
