The change relates to South Carolina alone and consists in establish!og free rural delivery along every star route in the State. Renes the bidders for star route contracts must ioclude the free mail service alec, as this service will be required without any extra compensa tion over aod above the regular bid. With this information and intelligent action on their part oar local bidders should capture some of the contracts at 5 st band, and not be made to pay tributa to the foreign contractors, who make all the profit, without rendering any service. Darlington, Oct. ll.-Tom MiteheH, the only remaining negro oonnected with the Lamar outrage, was captured near Biarraville last night and ie now in jail here. A small posse of four men found him and had no trouble in securing him, bat bad to proceed very cautiously through the woods aod swamps in order to reach Darlington with him io safety, bat he is here oow, and Sheriff Scarborough does not fear any attempt at lynohing, although Mitchell is one of the principal brotes Sheriff Scarborough aod his deputies deserve the very greatest credit for the manner in whfch they have handled these prisoners. While it was his duty to protect them, it is unusual for an officer of the law to make thc efforts to save brotes from the fury of a mob under the like oooditioos that Sheriff Scarborough has made. Had ir not been for bis tact sod skill in handling these seven negroes, it is more than probable that Darlington county could now no longer boast of never having had a lynching within her borders. C., Augusta and Savannah, Ga , and intermediate stations at the fol lowing rates : A rate of one first class fare for the round trip, plus 50 cents for ad I mission to the fare grounds Tick ets for the general public, limited to continoous passage in both di rec ! tions, to be sold^daily Nov. 4th to 10th inclusive, with final iimit Nov. 13th, 1899, and for the fair officials and stock men only at the same rate Nov 2d sod 3d,on presentation of cer tificates signed by Thos. W. Hoilo way, secretary State Agricultural aod Mechanical society. Also rates embraced io the follow ing table which ioclode 50 cents for admission to the fair grounds : tickets at such rates to be sold Nov. 7tb, 8th and 9th, with final limit Nov. ll, 1899 : , 10 miles and nuder, $ 35 90 miles and nuder 100, 2 60 190 miles and under 2 0, 4 60 The rates on this latter basis will govern from junctions! points and include 50 cents for admission cou pon : Erom Sumter, S C. the rate will be $1 6tfr Half of the above rates will apply for children between the ages of 5 and 12. OJ October 21 and 23 the schooner Sappho easily outsailed the Eoglish boat 1876-On Aug. ll and 12 the schoon er Madeline won from the Canadian schoooer Counters of Dofierin. 1881-On Nov 9 and 10 .the *loop Mischief won from the Canadian sloop Atalanta. 1885- On Sept. 14 and 16 the sloop Puritan defeated the English cutter Genesta. 1886- On Sept 9 and ll the sloop Mayflower woo from the Eoglish cutter Galatea. 1887- On Sept. 28 and 30 the sloop Volunteer defeated the English cutter Thistle. 1893-Oa Oct. 7, 9 and 13 the sloop Vigilant won from the English cutter Valkyrie by a narrow margio. 1895-On Sept. 7 the Defender easily outsaiied Lord Duoraven's Val kyrie III, winning by 8m 49s On Sept. 10 the Valkyrie III fouled the Defender shortly after the start. The English yacht defeated the Defender by 47s Because of the foul the Defend er protested and the protest was allowed On Sept. 12 the Valkyrie III withdrew immediately after crossing the iine and tho De fender sailed over the course alone. It is evident from the performances of both yachts which are now contest ing for it, that the one whioh wins will have no easy task for they are so weil matched that the slightest mismanage ment at the crilicai moment may give the race to the other.
