Washington, Oct. 6.—Chief Justice Taft, in behalf of the annual confer ence of circuit judges over which he presided, issued a statement today calling on Federal courts throughout the country to lead in accomplishing the reforms which President Hoover hopes will result from his law enforce ment commission headed by former Attorney General George W. Wicker- sham. The chief justice warned the public that it must not look for too rapid im provement in law enforcement and said “the conference greatly rejoices at ‘the urgent demand by the public generally for more efficiency, more ijieed and more certainty in the pros ecution of the general criminal law which has led to the appointment by he president of a commission for the discussion and adoption of new meth ods, and a greater efficiency in dis patch in the consideration and prose cution of crime. The federal system for the punishment of violations of the federal crime statutes offers an opportunity to the federal courts to lead in the matter of this reform. Congress has been engaged in the last few years in stiffening IhfiL-prosecu- tion of violations of federal criminal laws, and in rendering more efficient the procedure in such cases. The I working out of these changes is nec essarily slow, and we must not look ifor too rapid improvement. Much re mains to be done in this regard.” The conference will ask congress to provide that all criminal cases shall be expedited as soon as they reach a cir- i ciiit court of appeals, and be heard not ! later than the session following that jin which they are filed. • Family Rally Day At Methodist Church i The membership of Broad Street I Methodist church and all Methodists jin town are cordially asked to make every effort possible to be present by families next Sunday at 11 o’clock.
