THE MANNING TIMES. WEDNESDAY, NOV. 17, 1886. B. S. DINKINS, Editor. To Meet the Charge Squarely. The letter of "Farmer" published in the Tnczs of the 3rd inst., seems to have at tracted considerable attention, especially in Charleston. To the cXws taid (%ari-r and the business men of Charleston the charge is astounding and seems to be almost be yond their comprehension. We are glad to note in this connection that both the Ve:rs and Courier and the Charleston Exchange has shown a disposition to instigate proceed ings to investigate the charge, with the ul timate object of meeting it fairly and square ly. There can be no doubt that the heavy lossage in weight of cotton shipped to Charleston is injuring the commercial rep utation of that good old City. ft is not on ly the farmers who complain of this loss in weight, but our merchants, from the small est to the largest. The following corres pondence between Capt. F. W. Dawson, editor of the Setes and Courier, and the edit or of the Tnns, indicates that Charleston means to ferret out the black sheep in her commercial fold: CHLrLESTos, S. C., Nov. 9, 18S6. To the Fitorof the TnieS, Dear Sir:-i published in the NacXs aw? Courier to day some extracts from a letter to your paper, in which it is charged by a "Farmer" that there was a loss of weight, amounting to seventy four (74) pounds on seven bales of cotton, which were shipped to, an sold, in Charleston. At a meeting of the Charleston Exchange, which was held to-day, a resolution was unanimously adopted requesting me to as certain for the Exchange the name of the farmer who shipped the cotton in question. the name of the factor who sold it. the date of shipment, and all other facts connected therewith. In compliance with the request of the Ex ehange, I respectfully ask that you will give me the name of your correspondent, or as certain from him the particulars which are asked for, the object being to meet the charge squarely, in order that the whole truth may be made known, whatever it is, and the reputation of Charleston for fairness and good dealing be vindicated promptly. I am. Very truly Yours, F. W. DAwsos, Ed. N. & C. 31ANNING, S. C., Nov. 10, 1SS0. Capt. F. W. Dawson, Ed. Xews wad mtrier, Charleston. S. C. Dear Sir:-The author of the article sign ed "Farmer" is at present beyond my reach. As soon as he can be communicated with I will write you further. Your's respectfully, B. S. Drsrass, Ed. M. T. M.Lmxrso, S. C., Nov. 13. 1886. Capt. F. W. Dawson, Ed. Xeirs and Courier, Charleston. S. C. Dear Sir:--Since writing to you I have communicated with "Farmer," referred to in your letter of 9th inst. His name is Col. S. Warren Nelson, of Jordan post-ofiice. Col Nelson requests me to state that he will write to you in reference to this matter with in a few days. He further says that it was owing to his absence from home in attend ance on the State Fair, is why the editorials in the News and Courier were not brought to his attention. Very truly Yours. B. S. DL-xns, Ed. A. T. FACTORS AND FARMERS. We i-' "e the attention of our merchants and farmers .o the following editorial clip pod from the Yews and (0urier of the 13th inst.: We . suggest to farmers everywhere n South Carolina, who have found that, their account sales of cotton in Charleston, they have been credited with a less amount of the staple than the weight at the time of the shipment, that they send the name of the factor, the number of bales shipped, and the date of the sale to the Charleston Ex change or to The ,etes and Courier. Every transaction will then be promptly investi gated. The reports concerning the loss~ of weight of cotton on shipments to Charleston are undoubtedly injurious to the trade of the city, but they cannot be disproved unless such facts are given as will enable each shipment to be traced and the tr-ansaction scrutinized from beginning to end. PFa ers who send the information desired will benefit themselves and do justice to Charles ton. Nowhere is business conducted more strictly and honorably than in this city, in spite of the statements to the contrary, so commonly made for the benefit of other markets. Charleston has no cause to fear the light, and invites the fullest inquiry in to commercial ways and means in the city. THE STATE FAIR. The eighteenth Annual Fair of the Agri cultural and Mechanical Society is now recorded among the events of the~past. It was held in Columbia on the 9th, 10th, 11th and 12th inst., and as to its success there can be but one opinion, and that is, that the Agricultural and Mechanical Society may well feel proud of their exhibition. The exhibits this year ecmpare favorably with those of previous years. The atten d ance was fairly large, especially on Wednes day and Thursday. The usual gang of .Eakirs, who at these annual fairs always reap a harvast with their different gtames of chance, were made conspicuous by their ab sence. It was generally remarked that al though these gamblers were a nuisance and a means of relieving our unsophisticated country brethren of their loose change, still they made the grounds wear a business-like, and lively appearance that was in a meas ure lacking at this fair. The horses' and cattle this year were unusually fine, and seemed to have been the attract ion for a majority of the visitors. The us ual exhibits in machinery, fancy work, ag ricultural products, etc., were to be seen. Of course the race course was well patron ized. Clarendon was well repretensed by both her sons and daughters, but we ar~e sorry to say she hrzd nothing there to show to the people of the State that she is a prog ressive and industrious county. A full account of the fair is given on the 4th page. THE STATE BAR ASSOCIATION. The Executive Committee of the South Carolina Bar Assocition met Thursday and appointed the following Committee of ar rangements: Messrs. S. P. Hamnilton, W. K. Bachmn John T. Sloan, Jr., J. Ancrum Simons, John P. Thomas, Jr. Committee of Reception-Messrs. .James H. Earle, A. B. Haskell, Edward Mcrady, Jr., D. S. Henderson, Knox Livingston, John J. Hemphill, Y. J. Pope, J. H. Hey ward. Th~e annual meeting begins Wednesday, December 1st, at S P. 3L. The annual dinner on Thursday, at Hotel Jerome. Hon. Thomas M. Cooley, late of the Su-I preme Court of Michigan, will deliver the annual address. He is a distinguished law-I yer, judge, text writer and author of the standard on Constitutional Limitations. Ex. C.
