TO IMPROVE THE STAR MAIL ROUTES. GOVBRNMENT TO TAKE CONTRACTS OUT OF HANDS OF SPECULATORS. Star Routes 'To Be Practically Converted Into Rural Routes-Newberry Wants Rural Mail Routes. Mr. F. M. Burr, representing the Second Assistant Postmaster General, was in Newberry this week in the interest of better ser vice on the star mail routes of the county. It has been the custom hereto fore for the contracts for carrying the mail on these star routes to be bid in by speculators in various parts of the country, who in turn sub-let the contracts to persons liv ing in the territory through which the routes are operated. These speculators have been able to make extremely low bids for the reason that they were certain some one could be found to whom they could sub-let the contract at a lower fig tire. Private individuals, for this reason, have been unable to coin pete with these speculators. Mr. Burr has prepared a list of the star routes in Newberry county, giving the amount of bond required, the pay for the service now received by the contractors, and the pay which these contractors in turn allow the sub-contractors, who ectually perform the service. This list is as follows: Star route No. 20,300, Maybin ton to Shelton: Bond, $4oo; present contract pay, $107.65; sub-contract pay, $xoo. Star route No. 20,301, Glymph ville, by Craven Hill and Walton, to Peak: Bond, $8oo; present con tract pay, $224.62; sub-contract pay, $200. Star route No. 20,302, Little Mountain to Rightwell: Bond, $300; present contract pay, $105.42; sub contract pay, $86.67. Star route No. 20,303, Riverside, by Julia and Utopia, to Newberry: Bond, $i,ooo; present contract pay, $258.79; sub-contract pay not known by the government. Star route No. 20,304, Mudlic by Vaughanville to Chappells: Bond, $8oo; present contract pay, $220, 67; sub-contract pay, $207.23. Star route No. 20,314, Higgins Ferry to Silver Street: Bond, $300; this is a new route and the contract has not yet been awvardedl. Now. in the interest of better service, and in order that per.sons living in the locality through which the mail routes run, and who will petrsonially perform the service, or personally sup)ervise its perform anice, miay receive the contract direct from the government, and therefore the full amount wvhich the gover-n ment agrees to pay for this service, Mr. Burr, representing the Second Assistant Postmaster General, authorizes the following statement: Proposals will be received at the office of the Second Assistant Post master General, postoffice depart men t, until 4 p. mn. of December 1, for carrying mails on routes named above from July i, 1904, to June 30, I 908; decisions to be announced on or before February r, 1904. No bid will be considlered unless the person biddling lives on or coin tiguous to the route, and unless lie agrees, in the event lie is awarded the contract, that lie will gi've his personal supervision to the per formance of the service. In add(ition to carrying th'e mails to the various postoffices carriers will be required to deliver mail into all boxes that may be erected along the route and hang small bags or satchels containing mail on cranes or posts that miay be erected along the route, and to collect miail from boxes or to collect the cranes or satchels along the route. Any person along the route not living within the corporate limits -of a town or within 8o rods of a post office shall have the right to have his mail so deposited in boxes, or satchels containing his mail de posited on posts or cranes. Such boxes or satchels must be furnished without cost to the government. WILL PAY MORE FOR TH1E SERVICE. Mr. Burr authorizes the state ment that the amounts given in the list above as now being paid carriers on these star routes do not indicate the limit; that the government is willing to pay more for the service under the new arrangement which is proposed. WILL IMPROVIE THE SERVICE. This arrangements will have the effect practically of converting the star routes in the county into rural routes. The rural routes are infinitely superior to the star routes and this superiority is recognized by the people of the rural districts, who desire the rural routes. The ar rangement proposed above, how ever, will materially improve the service on the star routes and will be a long steps towards converting the star routes into rural routes, and is, therefore, to be commended. THE ROUTES FROM SLIGHS. Petitions are now pending asking that the rural routes from Slighs, which are now in operation only three times a week, be made daily. This matter has been called to the attention of Congressman Aiken, and the petitions were forwarded through him. Mr. Aiken has given his assurance that the matter will be pressed and that he has no doubt that the petitions will be granted as soon as they come up in their regular turn. NEW ROUTES FROM NEWBERRY. Petitions are also pending asking for two new routes from Newberry, one to serve the Beth Eden section and the other to serve the Utovia section. This matter is also re ceiving the personal attention of Congressman Aiken, who has writ ten the gover-nient several times and in reply has received a prom ise from the department that a special agent will be detailed at an early date to go over every route in the county now in operation and proposed. Mr. Aiken has no doubt that as soon as this agent is de tailed and makes his report th!-t all the petitions now pending from this county will be granted. The government has advised him, how ever, that there are a number of petitions ahead of those from New berry, and that it is the rule of the department to take upl such mat ters in the or der of filing. The county needs the proposed new rural routes and it wants the present star routes convertedl inato rural routes. Until these nvw routes and changes may be secu red(, however, the change in the se.rv ice on the presenit star routes, will, as proposed by the government, very materially improve their emi Cie ncy.
