We are sure that this appointment will gratify the General's numerous friends, and his well-known courtesy and competency will render it a source of satisfaction to all who may have dealings with him. We heartily welcome him among us. Of Mr. DeSaussure, it is needless for us to speak. The fact of his promotion speaks volumes for him, and the exceedingly accurate and satisfactory manner in which ' he - conducted his office is well known to all our readers.
