The French Spoliation Bill.?TheWasliin&ton Rational Intelliaencer of Monday, speaking of the French Spoliation bill, says: " This measure, as it now stands before the Senate, proposes to create a board of three commissioners, with a secretary, clerk, and messenger, to commence their session in October next. This board is to examine aud decide upon all claims to indemnify upon the French Government (not heretofore provided for) ^arising out of illegal captures, condemnations, confiscations, &c., committed by the French prior to the 31st July, 1801. For this purpose five million of dollars are to be paid pro rata to the claimants; and, by a special provision, all claims are to be excluded if not presented ami established within the two years prescribed for the existence of the commission. In all cases of transfer or assignment, no unfitW1 fn roopivp tin amount I bejond the consideration paid. h During the discussion in the House of Representatives there seemed to be some misapprehensions as to the amounts likely to be paid to the insurers or underwriters. We have .understood that the underwriter simply stands in the place of the original owner of the confiscated vessel, and is not in the- position" of a speculator. In short, commerce could not be safely carried on without thie system of underwriting. No owner of a vessel wop Id rislt it to carty ont the cargo of -other persons without insurance, and therefore, instead of these institutions being a clog to commerce, they are indispensable to its suceess. 1 c The City Council of New-Orleans,, in consequence of the virulence of the yellow' ferer in that city in 1853, submitted to the Hoard oi ileal in an inquiry into me cause? ?i mr.i j disease, its origin, mode of transmission, and the custom and conditions of the city which affected or influenced it. A sepocial comniiite to whom the subject was entrusted, las reported upon it, and the result of that report we find in the National Intelligencer. They are that the presence of two general hygienic eon-. ditions are' absolutely indispensable to the origination and transmission at the disease, the one of them atmospheric, t heather terrene. These must meet in emu nidation, or the disease is riot generated. - The absence of ?;.e, so far as yellow fever is concerned is eqni-v njent to both; and as one of these condition* is almost wholly within the control of man, and tin- other partially so, it must follow thai his power ex- ' tends to its prevention and exptil-ion. Thy corrollary from this is, that fho disease js?>f loeal origin; that it is under no eircum-lanees peisonally contagious; and that it* it>f<-cti< us prfsperlies are only communicable in a foil or infectious atmosphere. S. revenue received during January, 1855. ?6 com pared with the same month of 1854, is two millions three hundred thousand dollars. 'Hie aggregate fall ing off since the end of October, when the reaction in import trade began, is $6,000,000. During the first seven months of the current fiscal year, the decrease is $6,351,000. Lovely by nature, her character was still more highly adorned, by becoming a sincere and consistent Christian, having boen a member of the Presbyterian Church upwards of twenty years. Daring her protracted illness, although often snfforing soverely, she never repined, but on the contrary, whenever she saw her family and her sisters grieve for her, she would forbid them, saying, that alio felt willing, yea anxious to depart, bat trusted to meet them all in heaven. She was an unostentatious and intelligent Christian; her mind was well stored with religious truth, being daily in the habit of reading her Bible, which is marked all through in pencil, shewing how carefully she ' read and weighed each sentence.
