Honor the Mayor, John Alex Ander; Aldermen Pugh, Carr, Swygert, Davis, Wells, Brown, Simons, Purvis, Thomas, Carroll and Griffin. The minutes of last meeting read and .confirmed. , Report of the Committee on Market adopted. Report of Committee on Alms House and Hospital received an information. The Committee on Licenses, to whom was referred the followingpetitions, viz: Mrs. L. David, Miss C. Mordecai, Miss Wittvogel, Mrs. Blackwell, Mrs. S. A. Smith, Howie A Allen and ?. Hunt, dis? approve, and recommend that tho City Treasurer enforce the ordinance relating thereto; Frank Mac, petition not grant? ed; P. Spellmim, tavern license, they re? commend; he having complied with the ordinance. Petition of G. A. Shield, referred back to Committee on Citv Hall. Petition of J. H. Kohler, laid over to next meeting. Ordinances relating to Guard House and Market received second and passod to third reading. Alderman Swygert introduced an or? dinance relating to deaths in this city, which received a first reading: An Obmnance Respecting Deaths Oc cubbxfg in the City. Sec. 1. Be it Ordained by the Mayor and Aldermen of the City of Columbia, in Coun? cil assembled, and it is hereby Ordained by \ the authority of the same, That the City Physician, in addition to the duties spe? cified in an ordinance regulating the du? ties of the City Physician, ratified on the 9th May, 1871, shall be required to keep a public registry of the deaths occurring in the city; and shall submit to the City Council at the first regular meeting in April of each year, a report showing the performance of his duties, the state of the public health in the past year, with such recommendations as he may deem expedient and proper. Sec. 2. That no hearse-keeper or other person in charge of any hearse, shall re? ceive or carry any corpse or dead body, until he shall have first obtained a certi? ficate of the kind hereinafter required to be furnished by the attendtng physician or Coroner; and it shall be his or their duty to deliver said certificate with the dead body to the Sexton or other persons in charge of the burial ground in which it is proposed to inter such dead body; and for every violation of this section, he, she or they shall forfeit and pay for the use of the city $25. No Sexton of any church, or person having charge of any cemetery, vault or other burial ground, shall make or per? mit to be made any burial within the same, until he shall have first obtained from the hearse-keeper or other person in charge of the hearse, such certificate as he is required by this ordinance to de? liver with such dead body; and it shall be the duty of such Sexton or other per? sons in charge of any place of burial, to deliver each day as received the original certificate or certificates to the City Phy? sician; and for any and evrry violation hereof he shall forfeit and pay to the city $50. Tho City Clerk and Treasurer shall furnish to each practicing Physician and the Coroner blank certificates in the fol? lowing form: I herebv certify th(.t died on the day of ,18 , of at No. street; aged years and months; a native of and resi? dent in Columbia years and months, and pursued as a profession or trade M. D., Attending Physician, or Coroner. And when any person shall die in tho city, the physician or surgeon who shall have attended such person, a physician or surgeon shall fill up tho blanks in such certificates, to tho best of his knowledge, and sign the samo with his name, and shall deliver the same to some one of the family in Hie house where such person shall have died, upon application there? for; and in case any person shall die in the city unattended by any physician or surgeon, it shall be the duty ol the Coro? ner to furnish such certificate; pjid for each and every refusal or neglect of the duty herein required, each and every person offending shall forfeit and pay for the use cf the city $25.
