Thc Chattanooga Gazette says the Freed? men's Bureau in Mowry county, a few days since, arrested a negro and commanded him to marry a certain negro woman. The mau refused to do so, whereupon he was inhumanly tied up by thc thumbs and forced to submit to the celebration of the marriage rites. The papers of Wilmington, N. C., com? plain of a want of shipping facilities between that point and Northern ports. And iustly, too, do they complain, as it is a well known fact that the regular ship? ping facilities aro entirely inadequate to carry to other ports the produce that is regularly received for shipment. It is reportod from Washington that the Hon. Charles Sumner has written a letter earnestly endorsing Mr. Colfax's recent speech. So has the "Richmond Union League," according to the Ti-ibune. The estimates for the next fiscal year of tho War Department are $23,000,008. The appropriation of last year, which was very large, will be absorbed by th? close of the fiscal year.
