Proceedings of City Council. COUNCIL CHAMBER, COLUMBIA, S. C., November 7, 1865. Present-His Honor thc Mayor; Alder mes? Dui?**, Fisher, Clr.;;o, SarrLs, Leap hart, Geiger, Stork and Waring. The minutes of the last meeting were read and confirmed. Tlie petition of certain parties, for per? mission to erect a private market, was, on motion, referred to the Committee on the Market. Thc account of tho Lunatic Asylum was reported on, to this etteot, that the ac? count bc admitted, and thc account held by tho city, against thc Lunatic Asylum, be discounted in general settlement. Green Cooper, having received a majori? ty of votes cast, was declared duly elected a;i^assistantpoliceman of the city*. Tlie following parties were ariained be? fore thc Council on divers charges: li. Chinin, cutting city trees upon the street; acquitted. Allen Hardy, (colored,) cutting down three- city trees upon thc street -found guilty and fined ten dollars f<T each tree; total line, thirty dollars. Mr. Burris?, charged with cntting down throe city trees-found guilty and fined ten dollars for each tree; total fine, thirty dol? lars. Tlie Council, in consider.ttion of its being tho first offence of the above parties, decided not to enforce thc full penalty of tlie law. The following resolutions were offered and adopted: Tlesolccd, That the Committee on Streets be authorized to employ such necessary labor as will enable thom to do tho neces? sary work on thc streets. 7,'rsob'ci, That all dealers and venders of spirituous liquors are hereby notified to make application for license at next meet? ing of Council. liesolced, Thai tho Committee on the Market are hereby instructed to procure thc further usc of the alarm bell, belong? ing tn "Mr. John Alexander, for thc use of the city; and that, in ease tin; Committee snccccd in procuring the use of the bell, they will at once proceed to erect said bell in some conspicuous and central part of the city, so ns to sound all alarms ot fire. The following amendment to the Ordi? nance to Raise Supplies for 1865, was offered and received the first reading: Be it Ordained, That hereafter any per? son, or persons, about to build any house, or bouses, on any site, new or old, front? ing or bounding on any of the streets of tin.- city of Columbia, shall be required to have the same located and the boundaries thereof fixed by the City Surveyor, who shall be entitled to receive for each and every lot so located by him, the sum of five dollars, to be paid by the person or per? sons ow liing or leasing the lot or lots to be built upon, and anvadditional fee for plats -if required-as maj' be :<greed upon by the parties engaging; and in case any per? son or persons shall erect any house or houses ..s aforesaid, without having the same located by thc City . urvi -oras afore? said, such person or perso, s snail be sub? ject to the penalty exacted by the ordi? nance o f 1851.
