CONTRACTS FOR LABOR.-We would call the attention o? those who have charge of freedmen's affairs, to tho following communication from one of our oldest and most eminent jurists. Neir Orleans Picayune. General Fullerton, in his very sen? sible and judicious advice as Assistant Commissioner Bureau of Freedmen, to the freedmen of Louisiana, seems not to have been aware of the exist? ence of certain provisl ~>ns of the Civil Code of Louisiana. He remarks that "in the absence of civil law regarding agreements between the whites and yourselves, contracts for hire have been made for y ou by the agents of this Bureau, and by military officers." Sections two and three of article one hundred and fifty-seven of the Code, under the head of free servants, and the articles following, regulating the relations created between the master and his free servants, under the con? tracts between them thus authorized, appears to furnish all thc necessary civil kw on this subject. Those en? actments were made for white as well as colored persons, und it cannot, therefore, be supposed they would operate injudiciously to the colored po? pulation. Under this law, as amend? ed in 1826. tho freedmen may bind themselves for a term not exceeding five years, and minors may be inden? tured for service until eighteen years for females, and twenty-one years for males. The most ample protection is afforded to the servants thus inden? tured or apprenticed. The contracts may be reciprocally enforced, and both parties compelled to the specific performance of their engagements, and the servant may be punished for negligence or misdemeanor with mo? deration, provided the whip is not used. As this law makes no discrimi? nation as to color, no valid objections eau he made to calling it now into operation at once, with the sanction of the Freedmen's Bureau. Planters thus engaging a sufficient force to re? new tbeir planting operations, under contracts for a term of years, will have ii solid basis for the credit ne? cessary to enable them to stock their plantations, and obtain the necessary supplies to commence with. These laws, properly understood and en? forced, will place the labor system of the country on as favorable a footing as could be expected, both as regards the planters and the freedmen. It may be of service to call the attention of the commissioners and of the pub? lic to these laws. Crvrs.
