FOOD VS. SHIPS. Situation in Germany Desperate and Requires Immediate Remedy. t Tha plana adopted by the supreme f war council in Paris Sunday night. / under which the negotiations with the German authorities regarding the turning over of the German merchant ships will be resumed, after their re. cent Interruption at Spa, provide for the holding of the session of the negotiators at Brussels. The Allied delegates will leave Paris next Wednesday for the Belgian capitaJ and the first session in the resumption of the negotiations probably will be held Thursday In one of the government paiaces there. The plans determined upon by the council, as already stated, provide for taking over the German merchant ship in return for a food supply for Germany until the next harvest. The chief difficulty thus far has been over the manner of payment for the food supplies, but the new proposals are expected to meet the former objec1 ^ tions. It is understood that the payments will come from three sources first, in the form of products such as coal and potash; second, from credits which Germany has in neutral countries which thus far have been unavailable because of the financial blockade; and third, from foreign securities held by Germany. It is estimated that these three sources will readily yield about $500,000,000, which is the sum required to pay for food relief to an extent considered adequate to carry the Germans until the time of their harvest. From the nature of the exchanges during the negotiations at Spa, the Allied delegates have reason to ex" " 1 nrnnnsals will be P6CI tflHl IHC lien acceptable to the Germans, and the belief generally prevails that an adjustment will be reached under which German ships will soon become available to move American troops homeward. rOn the main influences in bring\ ing about the decision of the supreme council was said to be a letter read by Premier Lloyd George from a British general setting forth the extreme s-" seriousness of the food conditions in Germany. It was also ' stated that v British soldiers in German territory were protesting against seeing women and children about them dying of starvation. Marshal Foch, the Allied commander in chief, will not attend the Brussels session but all the other delegates of the Allied and associated power appointed to conduct the negotiations will be present. Effects of the New Contract Law. -* low cnvern The sudden cnanue m mc ing future contract trading was the main event in the cotton market last week, and it resulted in a great deal of confusion and uncertainty, although at the end of the week the ring wore a more settled look, with many brokers and traders expressing themselves as being confident that this \Veek would see a more normal market with the amendment to the cotton futures act In immediate effect, two forms of contract were necessary, in order to carry out liquidation under the old law and execute orders under the new. The market was suspended Wednesday in order to allow the machinery of the exchange to be altered, but the r trading was resumed as usual Thursday, and Saturday the market was in full swing again with prices showing a strong upward tendency, indicating that the trade considered the new contract more valuable than the old, although one spot element which coLsid ered only the low grade discounts on spots, claimed that the old contracts were worth more than new. The net results of the week's trading, old contracts alone considered, were advances of 41 to 194 points.. At the highest price on the closing session old May contracts traded up to 23.45, while the new contracts stood at 23.60. During the week just ended the trade had liti tie opportunity to weigh purel- market ? influences but this week it is likely that more attention will be paid to spot market and weather cdhditions.
