Winter Legumes Point the Way To Rich Land and Rich Farmers The greatest, waste of Southern soil and soil fertility is not through the crops sold from the farm or from our one-crop system of cotton farming. Our loss of soil fertility is very much greater because of the bare condition of our soils during the winter when the rainfall is heavy and through the leaching out of plant foods and the washing away of the finest and best part of our landB. Our greatest need would thus he met by the use of our greatest agricultural assert or by taking advantage of our one specsal opportunity. Without the loss of a single cotton or corn crop the yields of these crops per acre can be doubled in four or tive years, because the growing of winter legumes will, while preventing washing and leaching, gather nitrogen from the air and supply the humus and the nitrogen our soils need to double their yields. There is no section of this country where increased soil fertility is so needed nor any section where it is so easy to obtain, if we would only grow winter and summer leguni es on tne land when it is not busy growing our regular crops of cotton, corn, oats, wheat, etc. Why we do not grow more of these legumes until our soils are made more fertile is beyond all human understanding. ?The Progressive Farmer. S. Washington, D. C. July 19, 1910. Dear Sir:? I am sending ont Agriclutural Yearbooks. I have less than one thousand of these books as my quota for distributing each year. There are more than twelve thousand farmer in niof*s?f so that it is impossiple for me to send each farmers a Yearbook; in the event that you do not get one and are especially interested and will write me, I will make an effort to secure a copy for you. 1 have a number of Farmers' Bulletins, in fact, a sullicieut number to go over the District, and am sending out these also. L enclose you a list. If you will mark a few bulletins on the list that you are interested in and will return it to me at Washington 1 will send these to you. These bulletins contain much valuable information on various subjects. If you have a pond or a stream of water that you wish to 6tock with fish and will write to me, 1 will secure the fish for you and have them sent you free of costWe have passed a Good Roads Bill and also a Rural Credit Bill. The letters go in an envelope marked "House of Representatives U. S. "Public Document?Free D. E. Finley, M. C." With the letter is a printed list ^f bulletins from the Agricultural department. Now, voters are mailing these to Mr. Stevensou ind asking questions indicating that they think there is an oiler Df books and fish being made for their support in the election. One man endorses on his letter the following, "Finley is offering fish. What have you got?" Mr. Stevenson say6 that it is impossible to write all the voters, and as this letter seems to have been sent to all he takes this method of answering questions being raised. First, he assumes that it is purely in discharge of his duty is Congressman that Mr. Finley is offering to send out fish and books, though it is unfortunate that he didn't make this olFer till ho was in a nummlffn f,** ... ? r?6" ??? 1 o election, as that might cause persons of a suspicious nature to make the uncharitable charge that he expected support as a result of the oil er. Second, Mr. Stevenson cannot oiler anything but the promise of faithful, honest work as a Representative of every man and every interest in the district, if elected, because, (1) He has no tish or books of his own to give, nor can he a private citizen draw on the United States to send them free. (2) lie is not able to write every voter in The district because he cannot frank his letter as the Congressman does, and the postage alone will cost $400. (0) And, if he had the fish and books and could send them free, being a private citizen who was under no obliga tion to send out these things, he would violate the law to do so, because it says that "any person who shall ... by the payment, delivery or promise of money or other article of value, procure or offer, promise or endeavor to procure another to v >te for or against any particular candidate in such election . . . shall be guilty of a mis: demeanor." The advantage which the Congressman hub lu the matter is that it allows him to send the voters things free as a congressI ional duty, but Mr. Stevenson jcannot do so because he has no i such duty, and it would bo absolutely clear that he was offerjing fish and books for votes, so | he can only offer, if elected, the service due from a Congressman to his constituents, and when he gets to Congress, if he should, he will not wait till the election to make a univeral offer of fish and hooks.
