In regard to the new parliament the Peking Daily News say: editorially: The adoption of the revised provi sional constitution and the issue o1 presidential mandates fixing tht dates for the elections to the tw( houses of parliament clearly indicat< that within a very short time th< country will have a new legislature It will be new in more senses thai one. Not only will it be new in mem u^iauif/, uut it win uu oniy a utut more than half of the unwieldly bodj twice sent about its business, and th< basis of the franchise on which it i s to be elected will b< slightly different. The first difference is one that has been effected in deference to general public opinion. The old bodies undoubtedly were far toe large for the effective transaction oi business, and the result was that the> actually transacted an irreducible minimum of business. The second is is a difference that has been suggesteel by the composition of the olel legislature, and it is to be admitted thai it will tend to make the body more conservative. This, however, is nc disadvantage, for the late parliament was xar loo radical 10 ue a sale Dotly This new body will not have quite the same powers in the drafting of tht constitution as the old body had, and this also is a gain. It is almost without precedent for the legislature tc be entrusted with the drafting of th? constitution. It is not, however, in the statutory differences that it may be anticipated the chief change will be found. The new parliament will come into beinn with all the advantages of the disastrous experience of a predecessoi that had not the wisdom to learn from its own mistakes and it is hardly conceivable that the new body will bt guilty of the same blunders. The country is in no mind for a repetition of the inanities of the twice-dismissed parliament, and it is to be expected that the country's temper will show itself in the elections. Even from the most truculent parts it is not likely that very truculent members will be elected, and if they are, they will probably find the general temper ol the body in which they will sit different from their own.
