population. In regard to the new parliament
the Peking Daily News say:

It will be new in more senses thai
one. Not only will it be new in mem

slightly different. The first difference
is one that has been effected in deference
to general public opinion. The
old bodies undoubtedly were far toe
large for the effective transaction oi
business, and the result was that the>
actually transacted an irreducible
minimum of business. The second is
is a difference that has been suggesteel
by the composition of the olel legislature,
and it is to be admitted thai
it will tend to make the body more
conservative. This, however, is nc
disadvantage, for the late parliament

This new body will not have quite the
same powers in the drafting of tht
constitution as the old body had, and
this also is a gain. It is almost without
precedent for the legislature tc
be entrusted with the drafting of th?
constitution.
It is not, however, in the statutory
differences that it may be anticipated
the chief change will be found. The
new parliament will come into beinn
with all the advantages of the disastrous
experience of a predecessoi
that had not the wisdom to learn from
its own mistakes and it is hardly
conceivable that the new body will bt
guilty of the same blunders. The
country is in no mind for a repetition
of the inanities of the twice-dismissed
parliament, and it is to be expected
that the country's temper will show
itself in the elections. Even from the
most truculent parts it is not likely
that very truculent members will be
elected, and if they are, they will
probably find the general temper ol
the body in which they will sit different
from their own.

control of the Yu Yuen Cotton Mill
recently constructed by a corporation

} It was constructed and fitted out by
Anderson, Meyer and Company of
. Shanghai, but because of nolitical
troubles the Chinese stockholders I
were not able to raise sufficient capital
to begin operation. Internal dissension
among the stockholders led to
one faction's obtaining financial assistance
from the Japanese while the
other faction sought American assistance.
The Japanese won out, and
are now operating the mill with an
} executive force said to be large
f enough to operate a railway, the plan

, | unprofitable through hi^h overhead
. charges that the Chinese stockholders
will finally aj^ree to sell out completely
to the Japanese. When the
stock has once fallen into Japanese

DEATH OF JAS. L. BETSILL
Jas. L. Betsill died at his home
near Cross Keys Monday and was buried
Tuesday at Padgett's Creek. His
brother, W. T. Betsill was buried
Monday at Padgett's Creek and Jas.
L. Betsill was buried there today at
noon.
Mr. Betsill was a member of the
Methodist church, a man of high
deals and noble impulses. He was a
Confederate Veteran, seeing four
years in the Confederate army. He
was upright in all his dealings and
was a man in whom everyone had full

welfare of his community and in all
moral questions was ready to lend his
influence. His death is greatly regretted.
